This would prevent a fair amount of scams with trade offers I reckon.
Additionally:
- A ban on posting on MD for those players who used it to scam (this to prevent them from publicly advertising their own criminal accomplishments and reveling in the negative attention; something which obviously is a great incentive to these people.

In this regard I'm going to humor you a bit. What makes you think anyone should be immune from critical review? No one is above it, no one. My first bond. My second bond. The OP has massively over estimated the influence of his theft.
All OP suggestions have been mentioned before. They will again be brought up the next time someone pulls an actual scam. And not one is relevant to this situation.
Because the OP did not pull off a scam.
Sure, 110% capital would have meant the investors would get their money back. But the OP still had 6 billion in characters in the pot, and only got 2.x billion liquid ISK (PS - There is no C&P credit for attempted thefts. The 3 billion expansion attempt crashed an burned and therefore would not count towards Epeen even were this an actual scam and not a business failure with theft.)
The failure of the MD community was that it believed that someone capable of writing a semi-coherent business strategy would not be so stupid as to throw away 6 billion in assets to steal ~2.2 billion in ISK.
This represented a failure to account for a diagnosable mental illness related to impulsiveness. So what happened was that the petulant and witless OP decided to punish people for being mean to him on the Internet once he realized he was a business failure. And because he was petulant and witless, he decided to punish MD because critics didn't support him by stealing from people who did support him. His ridiculous idea, which could only make sense if he has a massively out-sized sense of self-impotence, was that this would somehow lead to his critics being shunned ("OMG- Everyone's a going to hate them for causing da biggest scam EVA"). Whereas they actually look like sages.
So please stop calling this a scam. Successful scams deceive people into putting their money into the hands of a rogue. This is all about a dumbass who couldn't hack it in the EVE market. Rather than admit to being a failhard, this tardo grabbed all the cookies and went home. By doing this he burned 6 billion ISK in realizable assets. This was a theft, or an asset destruction, or failtastic bad griefing.
Enjoy the continued curb stomping OP, both on these forums and in game.

I honestly didn't bother with it until I realized he actually honestly really believes what he's saying. After that, the hilarity factor was way too high to ignore.
This guy REALLY believes that he's "in the right", and that because "group a" wronged him, it's acceptable to steal from "group b". Someone else had it right previously -- it's not a slam dunk case, but there's a strong argument here for a personality disorder. Yes, it's hilarious at his expense, but that doesn't change the fact it's funny as hell.

Going to be real interesting when he tries to sell those toons ;) I know I'm going to be watching eve search for character sales of any of his characters. Plan to alert anyone to buying them that they have tainted reps.
This is on top of the steps many of us have already taken in game to ensure an ahh... interesting... in game life for him.

I am the person that scammed MD for 69 bil ISK on my very first IPO//bond, an IPO//bond that had absolutely no collateral whatsoever, there was no other business plan to it other than "buy low then sell high", and I could have easily raked in more than 69 bil of investments if I wanted to !

Odd , i checked every type of ipo i have invested in since i started investing.Clearly you are a much better investor then i am since i obviously shouldn't have invested according to your rulebook for investments.

Any interest in a scam char purchasing IPO? We could pick up ITSAsstalker for a song, and parade him around MD apologising for his existence on a daily basis. He can troll would-be scammers threads warning them off - "look what happened to me!"
