Obviously the first choice for a cloaked ECM bird for small gang PvP roams are the recon birds. But, it'll be a couple months before I am skilled up to fly those. What do you think about adding a cloak to the Blackbird as a temporary solution for small gang PvP roams? I posted a recent question on fittings to the Ships board, but I thought it might be interesting to query the Tactics folks who have experience with the Blackbird as far as setting it up for small stealth gangs. Is the decloaking targeting penalty too much of a drawback as far as providing ECM support? In sort, I'm interested in hearing what y'all think about a Poor Man's Recon via the BB. Can't warp cloaked, doesn't have the ECM strength of the Recons, targeting penalty is high, retargeting delay is quite high plus it has no damage mitigation. I personally see no point in putting 1 on a BB.

There's very little point really, since you can't warp cloaked. And the scan res penalty just means enemy ecm will be on you before you're on them. As the gent above me say, you cannot warp cloaked and the delay for targeting after uncloaking is a big drawback. There is actually one reason that could make it viable.
If you get chased by some faster ships through low-sec then you might be able to break their locks through your ECM and warp off to a safespot to cloak up.
I've seen many a BB that escaped a massacre through smart ECM usage only to be taken down by the interceptor squad eventually after a small chase through a few low-sec systems.
But you have to judge for yourselves if the ISK for the cloak is worth losing a blackbird over it and the wait cloaked won't interfere with your gaming pleasure too much. I have no idea what the cost of those cloaks are nowadays.

A T2 fit BB runs around 10-12mil isk. An Improved Cloaking Device II runs around 5 mil and you gimp your lock time. I would recommend saving the isk and using it for the replacement ship.
With my halfways decent skills, EFT says my BB's lock time on a frig is 12.6s with a ICD II fitted and 7.5s without it. 5s is a long time when you are tackled by a couple of frigs you can jam for certain once you get a lock.

Yes, there are a couple drawbacks to cloaks, but there are also a couple benefits.
1) Stealth.
Many folks will not be willing to engage as readily, if they know you have an ECM bird in your gang. You may find it prudent to have your gang set up a position, and have the BB cloaked nearby, ready to warp in when the action starts.
2) Survival.
Learn the cloak + mwd trick, then laugh as you casually slide through gate camps.
Sometimes, the benefits may be worth the drawbacks.

You can take solace that nobody really relies on the blackbird's DPS to help win a fight, so the highslots on ewar birds are often left to utility mods, like this one.
Like the guy said above me, if you plan it's use properly, the bennies outweigh the risk. You can also do similar stuff with arbitrators and other ewar ships with cloaks, set up in advance, in smaller camps. People that use multiple chars can be seen using recons/cloaky ewar nearby to help bail out thier main character if it goes south.
Think of using a cloak on an ewar bird as a defensive thing. Not very practical for offensive roams or quick-response fleets, but good if you have time to set it up how you want.
Highly suggest having a decent buffer on it. By the time your targeting delay thingy is done...you're often getting primaried back off the field...or sooner than that. LSE or armor plate, perhaps paired with CDE's or trimarks. Your pick.

Your primary objective is to jam out the other guys, which you can't do while sitting and waiting for the targeting delay to end after de-cloak. Might as well warp to an off-grid safe and wait for the fight to start to warp in, at least you'll save the isk not having to buy the cloak.
