A T2 fit BB runs around 10-12mil isk. An Improved Cloaking Device II runs around 5 mil and you gimp your lock time. I would recommend saving the isk and using it for the replacement ship. With my halfways decent skills, EFT says my BB's lock time...

For solo flying, you want a buffer rather than a repper tank. A fight with anything small won't last long enough for more than a couple cycles. Anything big you will orbit close and they will probably have a neut since we know how well lasers work...
