The video shows a parody of the stereotype gypsy, there is a difference between making a joke and promoting racial hatred.
Calling a romani a "black dude" could also very well be considered a racist remark, seeing how they do not originate from africa, it would not be unreasonable to conclude you consider their ethnicity non white.
