As far as i know a customs office is planted at a planet when a player sets up PI at it

If you build a spaceport you get a customs office. You can set up colonies without them if you want to remain somewhat covert but then you have to launch stuff from the command center which can be a pain.

There was no POS in the system, or anything else player owned. I performed a complete scan of the system with combat probes and found nothing else.

They may have moved. I think the customs office stays even if you remove the colony, at least mine did when I pulled one colony in order to upgrade the CC. May be a bug, I'm not sure.
I have also heard of some people who planned to plant colonies in w-space to come back and harvest them later. Guess they keep a scanner alt in system.

YAY! I'm not crazy! Someone else have seen them too. 
I think it's an oversight by CCP, as I've only seen these in one wormhole system so far. They should be removed..
The ones I found had references to Amarr law in their info-box.. Wth is Amarr customs doing in there? Unknown space my a**...
