Hmmmm perhaps they are hoping that this will mean some plexes are never converted to actual game time as they are destroyed when players are ganked.

I don't see how this would really affect plex prices, 90% of plexes are created in a tradehub and sold there to another player who immediately applies it. Trade means that plex prices may stabilize between regions, but even with the old system players who had the time could simply create the plex in a higher selling trade hub, so no major change there either.
IMO CCP simply did it to make more money, every plex destroyed in space is a free $15 for them.

You can contract them from anywhere, if someone has one in their inventory anywhere in EVE they can activate them. It's not like it's something you have to be in station to use.. The only reason CCP would do this is to literally make them an item that could be destroyed..
For YEARS now I've been saying "EXCESS PLEXES" is some sort of "bad" thing for CCP. This is just another item into Evidence of that..
Lets see... They invite people who have cancelled accounts but enough money to buy a plex, give them 1 day of FREE TIME, in order to buy a PLEX so they can "Play for free" <-- Their words)
They make PLEX's equal CASH to go to FANFEST
They allow you to activate non-activate accounts with PLEXES you have in other accounts (Petition required)
Run a QEN which almost devoted to PLEX's the whole time toting them as "Free Game play" with just a sprinking of scare tactics in their massive supply in unused PLEX's in game.
NOW They make them Movable in space, in cargo hulls non the less allowing people to DESTROY THEM.
Yes, PLEXes do mean something BAD to CCP, they LOVE the money, hate the "liability" (for lack of a better word) of them.

I've always said this. CCP likes selling them but what they are selling is "futures". At some "future point" CCP is obligated to provide the service that a GTC/Plex represents. Once they've got the money, why should they (who advertise their Jewel as the Scammer's Playground) really want to honor the resulting "date of redemption to be determined by the customer" debt? This just creates a mechanism by which Plexes can be "destroyed" so that CCP doesn't have to honor them. All this bs about "special" item is just that - pure unadulterated bs. Market considerations: More homogenization than what already exists.

Up to some point excess PLEXes are good for CCP as cash now > cash later.
But at some point the uncertainty added by excess plexes begins to outweigh the benefits: CCP doesn't know if/when they are going to be used. CCP has a huge outstanding liability so to speak which has to be delivered in the form of services but it cannot know for sure when it will have to deliver said services.
Especially if you have spent some of the "cash now" for long-term investments (that other MMO, Incarna, Dust) which won't pay off in the near future you might become a little uneasy about the prospect of your monthly revenue falling dramatically once people decide to use up the existing stock of PLEXes.

Move your PLEX from region to region if you wish to make extra profit. Otherwise, just leave it be. Change doesn't change much. There will be whine, but a PLEX is ~300m, and so is a lot of other things that get blown up constantly. It's just a question of time before noone cares. But then again, it might also just be a question of time before they make them unapplyable at a distance.

If I'm reading this right, PLEX you buy for yourself with ETC can be redeemed anywhere. ETC you buy to sell as PLEX, once redeemed, is still locked to the station it's redeemed in. So, any time PLEX is bought to sell on the market it must be moved if you don't like where it is. Individuals and corps/alliances who live far from Jita and consume a lot of PLEX will be able to get their PLEX with less effort but more risk. Nobody else is gonna care probably, they'll just go to Jita to eliminate the risk.
CCP just turned nullbears into a PLEX sink, I guess.

Finally a way for stupid people to feel even more butthurt ! Also, free gametime for unconsensual PvP  And extra (potential) cash-money for CCP from every destroyed one. The only market effect - ever so slight homogenisation of prices across regions, and slight increase in price as some get destroyed.

This is what I see and it does trouble me. Eve, the game, is a sandbox where we the players make what society we are capable of making generally without interference. (Generally!) Stupidity and naivete come with its own in game penalties without having an out of game entity profiteering from it. 1 - Newb/idiot sells plex for way too little. 2 - Newb/idiot buys plex for way too much. 3 - Newb/idiot gets scammed out of money trying to acuire plex. 4 - Newb/idiot gets plex destroyed in game. Now, three of these processes are all about how that person interacts with the game Eve and the participants inside it. At no point does any of those three options erase CCP's given word in the form of Plex. Now CCP is adding to the system a way to benefit off of customers mistakes. Like I've always said, in game is one thing as it is the sandbox. Out of game? Someone a bit naive loses 1+ plexes and CCP's disingenuously innocent response of, "Awwwww, tough luck there mate", is just that - some middle manager's way of saying, "Hey, let us also unethically benefit from people's stupidity." Obscured from sight is the simple fact that a plex is a contract, an oath, between the holder and CCP. CCP just doesn't get it. If you run a game that is based upon deceit and venality - YOU HAVE TO BE AS FREE FROM SUCH AS POSSIBLE. But again, explaining ethics to people who don't have it is generally a freaking waste of time. No matter how disappointed I may be for them, they'll never hesitate to dive lower and lower. I'm sure that I'll again be one of the rare few who feels this way the ****ed up mental case that I am.

See your point here, though doesn't it already exist in a way? When people are podded with no upto date clone they lose SP. I see SP as directly tied to account subs, you could argue 1-2m sp = your game sub for 2 weeks to a month, however much the equivalent is in RL currency. Another one is people losing ships because of lag. Whether they paid for the ships via isk earned or bought, it still has some RL value as ships have an isk value and isk has currency value/equivalent. Quite honestly really surprised with all the lag issues people haven't made a more significant complaint from this angle.
Provided CCP slap a massive warning when you undock with these in cargo; really think it should be for the individual to decide rather than CCP. Allowing people to sell plex to fund high value ships which can be destroyed is possibly unethical in a similar way, doesn't stop people doing it and CCP encouraging it.
Whether it's an ethical strategy for CCP as a company is an entirely valid issue, but the whole Plex mechanism seems a little iffy in some ways when you consider the type of motivation many players have for selling plex in the first place. Really seems here that CCP are taking a step back from imposing limitations to protect from stupid mistakes, and treating players like adults. Kind of prefer the idea of people using some common sense personally; if immature players throw a tantrum and leave the game over this, don't think many will be sad to see them go.
It's an interesting change though given I don't recall the playerbase demanding this, in which case it serves CCP's agenda rather than ours. If it's to reduce an enormous liabililty that seems more interesting to consider, especially if they continue to change their own T&C as to how Plex can be used, knowing full well there are massive stockpiles in the game. Do they want the isk value of Plex to go up (to encourage people to dump their stockpiles) or down (so people have to spend more RL currency on plex ongoing)?

stop thinking "OMG we will lose 30 days of subscription !" you will not lose this, you will lose +- 300M isk. that's all.
moving PLEX is about making more isk by trading. people who will move plex think about ingame money, about isk, NOT about real money.
moving PLEX is not about buying game time, as you all say it : the one who only want game time don't need to move it. this change is even better for them, as people living on 0.0 will now be able to use them from where they are.
only people wanting to make some profit will move some, that they buy somewhere else. sure plex can add game time, but the business about this is not about game time, but only about some item with good isk value. that's all.

Shar, there's almost no practical difference between losing a PLEX and losing (right now) about 300 mil ISK, be it in raw ISK or any number of non-PLEX items worth around that sum. Yes, on a gut level, it "feels" slightly wrong for CCP to potentially make money in the long run off of it, but then again, for the individual, there's really not much of a difference between those scenarios. Legally speaking, if the EULA/TOS would be legally valid, as soon as a PLEX is created, it becomes CCP's property anyway. Since scamming of PLEX was already allowed from the start, this is merely yet another extension of that ability to stub your own toes.

I figure the already tiny gap between the Jita "best bid" and the surrounding one off PLEXs will be all but eliminated (in fact based on this very announcement it should already be gone), and ultimately you'll probably have more demand for PLEX (slightly) just because they become easier to cash in (for game time).

Flawed comparison with SP. SP is not guaranteed in any way, shape, or form. If you, the player, do not set your training (and/or queue) CCP is not obligated to address the issue. However GTCs/Plexes are IOU's issued by CCP. And I know, corporations are often involved in screwing over anyone that they can. In fact most times I feel like CCP does not like us, think that any of us have intelligence worth noticing, and would love to pretend we don't exist as much as possible without damaging revenues. Eve players are not customers, just employees who are dumb enough to pay to work here. In closing, like I said it is very very unlikely that this will be a major issue for most players. Only the naive and the idiotic will feel the bite of this. Doesn't make it any less ... weaselly though.

Now ask yourself what other things can happen when a company starts making alterations to game mechanics with a profit motive.

Sit in a Ceptor with the heap of suicide gankers which could increase now. Every ship they gank, burn over there and check out the cargo. Could be a PLEX in there.
However I want to know one thing.. Lets assume the PLEX is in the cargo and you get ganked and the PLEX drops.. Can you open your wreck, right click on the PLEX and say "apply time"
I might just have to get a PLEX in a remote location to test this out.

The advantage is, market is now open and we can trade PLEX everywhere, or make profit moving them (with the heat of the risk). Currently its mainly "restricted" to Jita 4-4.
Now I can see that rich noob moving 5x PLEX on a shuttle and the big rage after popping...

Honestly I can see the pros and cons of the change and sympathize with both sides, but I am honestly for consistency in the item market place. That it's an I-Owe-You is in my gaming experience not the point, it's a trade able commodity and it should behave that way.
That it might be in the best interest of CCP to destroy as many as you can is bonus, more pay for CCP is more things they can spend it on...

While the mentality is that people trading in a hub only trade items at that station, a lot of people can still make a nice profit with lower regional buy orders and reselling them less than the hub sell orders.
People forget where they are at and end up creating a plex in the middle of nowhere and just right-click sell for a decent price.
People who are buying plexes to add game time just buy the cheapest in the region no matter where it's at.
Some of the best profits on plexes are made outside of hubs.

Plex's are not *that* expensive, so the argument that people will quit if they get ganked is a bit silly since the same could be said about plenty of other things as well, freighters, carriers, mission loot hauling, random trading, you name it, loosing a semi expensive clone, plenty of things that get shipped around are worth a lot more than a few hundred mil.
Allowing plex to be transported simply provides an option to the players, the same option they have already been trusted with for everything else in the game.
plex are not different than anything else you do in the game, one way or another everyone has to pay 15$ or the equivalent in isk. When you loose something a certain amount of time you spent acquiring that isk is destroyed as well, regardless of if the source of that time was at work in RL, or in game, its basically the same.
One could certainly have the debate (and I'm sure there was) about if plex should exist at all, however if the answer is yes, I think treating them like any other item is the way to go.
