Im of two opinions:
it was to help balance out some of the impotency of T3 compared to cost.
or
To provide additional versatility in approach to fitting, as that was the specific purpose of T3, to allow players to take w/e approach they wanted with them.
imo - generally speaking T3 is the jack of all trades, master of none.

well.. not ALL the T3's are just cookie clutter PVE ships. The loki for instance works perfectly fine in multiple configurations, including the 'tank & spank' PvE approach of the Tengu (albeit the Loki does not come near the level of 'carebeariness' as the Tengu ofcourse). __________________________________________________

t2 ships originally were given 2 rig slots to balance them with t1 not t3. The difference in power between t2 and t3 is FAR FAR FAR greater than t1 and t2 so I'm just a bit confused on this "balance".

I would hazard a guess at that rigs were originally meant to to MODIFY a ship's abilities instead of ENHANCING them. As T2 ships are meant for a specific role, it only makes sense for them to not be as versatile as a T1 ship (and hence less rig slots with which to perform modification).
The name of the game for T3 is versatility, therefore they have 3 rig slots.

IMO it's because T3 have the same base resists as T1. Well at least someone said this when ppl ask why T1 have 3 slots and T2 only have 2.

hmm yeah balancing T3 ships are so weak because they have only 6 ship bonus while T2 have a whole lot of 4 ship bonus so to balance this we give T3 a additional rig slot. right?

I'm not really sure about the reason but I'll follow the versatility line, plus when you lose a T3 ship you lose skill points, that alone is worth more rig slots and bonus, with that in mind every little bit extra that gives you an incentive to fly them is good.

Funny. You train all subsystem skills to level IV, and each time you loose a whole lot of how much? 40,000 sp? 19-20 hrs of training?
Id fly em if they werent so expensive tbh and if Proteus wouldnt be so bad lol

The Proteus may be bad for PvE, but it's one of the best sub-BS PVP ships.
-45km Point (with faction gear) -Easily hits 600 DPS, over 1000 is possible with implants/overheating -Can get 500k EHP without a problem, and I've seen theoretical fits with close to 1m -Drone bay that can fit a flight of mediums, and a flight of smalls. Great for mixing damage/ecm. -Very easy to make a cap-stable MWD/AB fit without any cap mods
Also, train those subsystem skills to 5, FFS. They're only rank 1 skills, and the buffs are worth it.

Saying that the Tengu is a PVE ship is lol at best. Sure it works very well, but it's also probably the best pvp ship the caldari get, and it's also usually quite better than the other T3s at just about anything.

on the other hand we have tech 2 Hulls, Called "INTERCEPTORS", "LOGISTICS", "HEAVY ASSAULT SHIPS"
didn¦t find an article to support my saying but tech 2 hulls consist of specialization of the tech 1 hull, ergo, doing better what their t1 counterparts do. for an example, take the stabber(Minmatar Cruiser - bonus to speed/damage) versus vagabond (also speed/damage) but it gets an extra bonus on falloff giving him an extra dps on controling range above disruptor range. A stabber could compensate with an extra rig slot, because tech 1 ships a meant to be broader on roles, but it will never reach the capabilities of a vagabond. One of the things on balance to keep t2 ships on their role is taking out one of the rig slots, and even so we see them doing completelly diferent roles they where meant for.
BUT a Logistics ship you know what it does, dontcha?! :)
On tech 3 according to CCP, where meant to pursue completelly different roles on a single ship, where balance dictates, that they should not overcome the other specialized cruiser hulls (t2), we all know that¦s not true, but on matters of drones Proteus is no better than the Ishtar, but overcomes any blaster battlecruiser or down, Loki dont even get close to rapier capabilities, but it sure can have more speed and EHP, Tengu , o well Tengu (caldarians need to win sometimes), and Legion is no better than a zealot, but i could put above 1300ms scan res with it.
since T3 ships have broader range roles than t2, IT should have MORE Rig Slots, and it has.

Not everyone can afford flying a 2 bil setups you know. Some of us dont have alt-fleet of ratting/mission/industry or have a T2 BPO. ---

Not everyone can afford flying a 2 bil setups you know. Some of us dont have alt-fleet of ratting/mission/industry or have a T2 BPO.
A 45KM Domination point is only 150m, which isn't a ton when you consider that you're paying up to 500 for the hull itself (including subsystems). I'm under the opinion that if you are going to fly an expensive ship, you may as well fit it well. If that requires faction gear to really pump up the DPS or EHP, there is no reason not to.
600DPS is achievable with just T2 fittings and no implants. Getting up to 1000 is where you need the implants and faction damage mods. 500k EHP does need slaves and some faction gear, but that isn't as far fetched as one may think. The 150m Domination Disruptor is about as expensive as faction fittings get these days, unless you go for A-Type or shield boosting mods. Most are relatively cheap due to the increase in exploration sites.
And no, I don't have 50 mission running alts, or own T2 BPO's. In fact, I live in a C5 wormhole and just run sites a few times per week.

A pure T2 fit Proteus can get you:
130K EHP 775 DPS 36km point
Overheating gives:
140K EHP 870 DPS 43km point
with no implants whatsoever. Not too shabby.

I would assume its because T2s are focused ships and limiting the rigs helps keep them from being turned into jack of all trades boats.
T3 are supposed to have more options.

If you're not prepared to train rank 1 skills to 5 then you shouldn't fly a T3 ship, just my opinion, my point still stands, aside from cost, losing this ship costs you skill points I want more bonus tbh.  |

T3s are also among the most expensive sub-capital ships around. Only T2 battleships get even more expensive, and those generally do a lot more DPS.

I thought it was because T1 were standard ships with lots of room for modification, but T2 were heavily modified T1 and as such were more limited in how much more you could modify them. T3 however are entirely new and not based on any pre-existing design so they can still be modified as much as T1 can.
I think that's the RP reason and the gameplay reason.
