Well, 0.0 Officers *must* be capsuleers. I mean, each one has died 100's of times, yet they are still alive. Since we know they're capsuleers, I wouldn't mind a really small chance of PLEX dropping from just them.
Though really, I'd rather get a 20b cap recharger.

IMO, in an ideal world where CCP doesn't have to care about money, CCP has unlimited developer time and everybody is happy...
(Well, such a world is impossible, but this is just for the sake of argument)
CCP should have PLEX drop from NPCs in a quantity equal (or less than) the amount destroyed by player actions. ----------

Sigh. Please show me all the T2 modules that NPC have dropped for you, all the BPO they have dropped and so on.
There are plenty of items that players can't build in game but that can be moved around and lost through combat.
So, in that regars, PLEX have no special status.

So they drop items worth 1 month play time? Let them drop plex's then? The issues isn't that CCP reserves the right for NPC's NOT to drop some things, for that completely misses the point.
A T2 BPO does not represent game time directly. A PLEX does.
When a plex is destroyed, CCP has received money for a service they don't provide. If a PLEX drops from an NCP (say one assigned to be a courier) CCP still provides the service.

OP, i don't think you understand how the PLEX system works for CCP.
The only reason you can buy gametime with ISK is because somebody FIRST needs to buy that gametime with real life money. So while you can 'play for free' somebody else has effectively bought the time for you and it exchanged it for ingame currency. It's a very smart business model.
Introducing dropable PLEX by NPCs completely destroys this business model.

only way this would work is if CCP ran a db search at the end of each month on plex destroyed by players in that month, took 25% of that amount and added it to offier npc drops.
that way ccp is not giving away money and still even makes some on the other 25% that were destroyed that are not added as drops.

If you do it that way, the only plex codes that are dropping are ones that were paid for anyway and it would cost CCP nothing.
It could run as a script during downtime, take yesterday's plex items that got lost in a death and add that number to the loot table.

Because PLEX is an alternative method of adding game time to your account which was implemented by CCP to be more convenient FOR THE PLAYER while at the same time still generating subscription income, there is no way around the fact that PLEX is and always will be a SPECIAL item. Real money is in some direct or indirect way tied to PLEX existing in-game. If CCP were to add it to random loot tables they would lose their revenue stream quickly and we would all suffer for it.
Quit being lazy and either front the ISK in game and just buy the damn thing or front the money from your bank account and just buy the damn thing. Oh and please, whichever method you choose to use, please load up some PLEX in a Kestrel in Jita, we all love bright shiny light shows and things that go boom!!!

Yes and having a player buy a PLEX only to lose it in a ship does what? It results in an increase in CCP's revenue without having to provide service; which is what all the controversy is really all about.
I'm trying to pose a fair and even solution. I do agree with CCP that plex's ought to be movable. I don't agree however that CCP should simply be able to increase their revenue without providing a service.
If NCP rats dropping plex's results in a drop of income, it only does so based on the revenue gained by PLEX's being destroyed.
There is no net loss here. At most it is a 0 sum gain.

CCP does provide a service, you buy the plex you get your plex an hour later, after that CCP is not going to intervene or interfere in what you do with said items or what happens to you or to the items after you have received them.
Now seriously quit trying.
