All, I dug around on the forums for some recommendations, but most of the topics devolved into how much Amarr ships stink until Tier II.
I'm trying to decide on a good ship/fitting for running PvE level 2 combat missions.
Should I stick with a frigate, or is it advisable to jump into a cruiser? I've heard that the two best options are flying an Arbitrator, or a Navy Omen.
What do you recommend? Thanks.

I would say a Harbinger. I know, its not what u asked for, but let me explain:
T1 Omen is crap, it has so small powergrid and cpu, not even with max skills u can fit it well, let alone as newbie. Navy Omen is prolly to expensive. Maller is crap too, you prolly wont even get 100dps out of it as newb. Arbitrator requires drone skills that you probably dont have.
Harbinger takes a few extra days training, but its worth it+++

If you can't afford a harbinger, really any of the others (except the augoror) will work fine.
If you have drone skills, the arbitrator will do a fine job. If not, a maller or an omen will get them done all the same.

I'd go with the Maller, assuming you can't afford a Harby or don't have the drone skills for the Arbitrator (I know I didn't when starting lvl 2's). As previously noted the Omen is very difficult to fit, and while the Maller lacks a damage bonus, it's tanking bonus gives you more time to warp out if things start going wrong.
Unfortunately Amarr don't really shine at low skill points. And our only decent non-faction/tech 2 cruiser, the Arbitrator, isn't very Amarr newb friendly. But stick with it as at high SP we are awesome.

This may seem like somewhat silly advice, but if you have good missile skills, the Kestrel and Caracal can both shred level 1 and level 2 missions without any trouble, and you can always load other damage types in.
There's also the Inquisitor missile frigate from Amarr if you don't have Caldari ship skills.
Generally level 2's are best done in a cruiser, but I've done them nearly as quickly in frigates or loldestroyers.

Go with the Omen if you got ok sills. for better tank the maller, but the omen is awesome for non drones dps.... If you are looking for something bigger go with harbinger,

My fit looks something like:
Highs: 5x AML T1 (any - more $$ means faster volley)
Mid: 2x shield extender (best u can fit) 1x warp scrambler (i use this for PvP also, didnt bother to remove it for PvE) 1x AB (most missions dont allow MWD) 1x Invu (best u can fit, i swap it for tackle for PvP)
Lows: 2x BCU (best u can fit)
Rigs: 2x EM resist 1x therm resist
In my case it has close to 20k EHP and heals 20 hp / sec.
Cost? 7M ISK if fit T2 mods 
Cant use caldari? Invest 2 days into training for caracal and AML. Trust me - its really worth it.

Well, technically an AML Cerberus will beat it.
But to stay on topic, I'm going to have to throw in for the Arbitrator. The reasoning is actually pretty simple: it takes out smaller ships faster than a Harbinger can plus you're going to want at least half decent drone skills by the time you step into a Harbinger anyway.

100 or so DPS (with grouped launchers it one shots almost anything in a L1/L2 except the rare cruiser or the occasional frig that's tougher than the rest) 20/30k hitpoints depending on skills/rigs.
Downgrade to T1/Named as you want/need. Shouldn't take long at all to train for even if you have no Caldari/Missile/Shield skills as none of the mods need to be T2 for it to work. Hell you really don't even need the rigs but I don't like unused slots :P
