I vote for Retribution
Tanks better, does more damage.
But then again, cant scramble + web at the same time.

No idea.. I suspect that as with the other race's assaults - there's one more suited to PvP and the other more suited to PvE but I bought both of these as well as a harpy and an enyo to see which fares best in 0.0 life (atm, my main specialized area is small lasers but small rails and blasters almost done).. be interested to see what setups people have used successfully with PvP/PvE with either of these though - i suspect with only one mid-slot, the Retribution may not be the PvPer's choice..

Retribution = PVE or fleet engagements.
Vengeance + solo PVP or fleet tackler( expensive tackler ).
If the retribution had 1 more mid slot then youd have trouble getting me in anything else.

If it had 1 more med slot it just *might* be usefull for something other than pve.

I say vengeance for pvp, its not so good in pve though, since it has more utility slots than weapon and tanking slots.
The vengeance has also the missile option, useable as defensive or offensive advantage. I would go for beams and a tracking mod in med together with a T2 dmg mod in low, rest is thermal hardner + t2 armor rep. If u going into a larger battle I would use named rocket launcher with defenders, but else fit something that does dmg.
A setup with pulse lasers, web and NOS instead of launcher is also possible, havent tried it out though.

Vengeance is a better tank than a retribution weirdly enough, due to its superior cap ability through the assault ships skill, you can fit it for the usual lowslot tank+repair and use its mids as you see fit (probably a warp scrambler and cap recharger), but run the last of those mids as a named/tech2/faction small shield booster, i can run the armour repairer and shield booster giving me a longer life time, while baiting and holding larger targets for my backup as i take a beating.
Small expensive ships make excelent bait.

I see i didn't mention what i was gonna use the ship for in my original post, it's PvP

You dont have to scramble other frigs because when they realise you are doing dmg to them they donŠt have time to warp out anyway.

Vengeance is just a fat malediction. The malediction is better than it.
Retribution is great dmg dealer, and frig killer, and can tank pretty well.
