Depends upon how much you want to gimp your dps.
Max Passive: Highs 6 cruise launcher 2's Mids 2 Invuln 2's 2 Large Shield extender 2's 4 shield recharger 2's Lows 4 Shield power relay 2's Rigs 3 purger 1's
This fit would give you 745dps omnitank, and 272dps with max skills. Alternatively, you could look at something using an active tank and get something like this:
Highs 6 cruise 2's Mids 1 XL booster 2 2 invuln 2's 2 Shield Boost Amp 2's 3 cap recharger 2's Lows 1 cap flux coil 2 3 BCU 2's Rigs 3 CCC
This fit has has an 805dps omnitank (permaruns), but gets 450dps from its launchers using t1 ammo. So all in all, you get less tank, and half the dps, and its a passive tank. Or you can do the permarunning active tank and have it be much more skillpoint friendly as well as being more useful in pretty much every other way.

Just use a damn Rattlesnake if you want to passive tank. They should be roughly the same price and the Rattlesnake does more DPS and has a much bigger tank. Yeah I am a pirate. What are you gonna do about it? Killboard link is not allowed to be used in a signature.Applebabe

My problem is, I don't know what a buffer fit is. I know what passive tanking is (Drake-style), and what active tanking is (what I do in my Raven), but I don't really know what a buffer tank is, in terms of what modules to use.
My thinking is, the Navy Scorpion has some nice base resists, from Caldari Battleship skill, so if I could add on top of them, e.g. with 5 damage-specific hardeners (2 for EM, 1 for each of kin, thermal and exp), taking up 5 of the 8 MID slots. That could be a really good starting point for mitigation of incoming damage.
In the longer run, maybe have my alt fly along on lvl 4 missions in such a ship, that doesn't require any kind of active tank pulsing (or switching targets frequently), while I fly in a Nighthawk or a similar kind of ship.

more or less classic buffer for shield tanked ship would be
- field extenders rigs - 2 x invul fields ii - 1+ large field extender
passive would be bad idea, because you spend alot low slots on shield power relays instead of DCUs buffer tank is ok idea active tank is even better idea

I have BS V and run my SNI with 3 Hardeners and 1 Large T2 Booster which is not needed often. Either they are dead before the come too close or I'm out before it hurts.

Below is the buffer tank I am running to good effect on my SNI. I had a similar question on active vs passive tank (http://www.eveonline.com/ingameboard.asp?a=topic&threadID=1383581) and got some good info.
Sorry, but for me (and I will admit my ignorance) the big key was I was looking at EHP numbers more than my Defence numbers. I am now focusing more on what brings those numbers up for passive shielding more than EHP. Still working out a setup I am happy with.
It gets a little voodoo science all the combo's that are possible. The setup below with my training gives me 134,000 EHP, with 420 DPS and a 92/497 defense split.

Before I get flamed, a note on the MWD and HDPD. I try to keep her at cruise missile range even when tanking to reduce the various jammers, but if I do end up in close, that HDPD lets me run this tank without the xl booster almost indefinitely. Easily clear most rooms without getting even a quarter into my shields.
Now, PVP, those things can change much quicker and that's the reason for the big booster. Crap can get out of hand fast.
