If CCP were to give their blessing and make the ship models available, I am sure there are people out there who would be willing to make an EVE mod using an existing space rts as an engine. Sins of a Solar Empire or Homeworld would probably work for this. People can also make space sim mods using Freelancer, Freespace 2, or maybe X (dunno if X supports modding).
Anyway a google search shows some people are already doing a SoSE mod:

Put a bunch of time into a medium sized random map i was sure i'd win, but eventually screwed it up.

Space Empires V has had some Gallente, Amarr and Caldari ship models/race icons available for some time. Pretty good some of these conversions were.
This looks to be a recent post on the subj.
SEV is turn-based, however; assuredly not a RTS so maybe not what you're looking for.

some people have said the pace has to be so slow that by the sound of it 1 round takes months, but what about the game being so quick it is over in a few hours?
ever played RTS games like age of empires, total annihilation, spring:1944, things like that are RTS but a game ends in a few hours most

That depends if you're looking for an MMO or a LAN game. Lan game sure, a few hours of frantic drunkin clicking can be fun. For an MMO though, at the fast pace of something like AoE, you'd have to play 24/7.

Oh i love SEV ... but by the look of the post you linked that is still work in progress :P
Ill keep a close eye on that forums, maybe i find some EVE stuff to put in SEV :D
It would be funny, coz only game i play beside eve last few months is SEV :D
