I'm looking for a cheap mission runner, to keep my iskies flowing.
The reason I don't want to fly a 1bil+ ship, is because of all the unwelcome attention it gets. I'm welcome to any race, and tech II is fine, please no deadspace/officer/faction stuff, as that's the stuff that gets you ganked.
Any comments about wanting my tears, or carebearers suck, are very appreciated /sarcasm...

Faction stuff and most deadspace stuff won't attract much attention. Its when someone puts that 7 billion ISK cap recharger on that people take notice.
I hear rifters can do some lvl 4s. There is your cheap boat.

If you're doing L4s in your Drake, you do want 2 BCUs. Throw out the LBA rig in that fit for another purger.
I've switched to using passive shield regeneration, but active hardeners. This lets me fit an AB while still keeping my resists up.

Any standard mission Raven, Domi, or Maelstrom will do you just fine and cost less than 150m fitted. The BC suggestions are absurd. The only attention you'll get is from T.E.A.R.S. if you're in a common missioning system or pirates if you somehow decide you want to mission in lowsec.
Additionally, flying a billion isk ship is just fine if you're fitting it with mostly T2 and faction damage mods. The problems come when you fit billions of isk worth of modules on a ship, and make the cost of ganking you far less than what you'd likely drop if you got ganked.
Honestly, from my point of view, deadspace and officer gear might as well not be in the game.
You can accomplish virtually everything you want with just T2 and some Faction, and EVE's the only game I can think of where people universally call you an idiot and laugh at you for trying to acquire and use all the best stuff.

It does just fine.

Not quite as cheap? Scorpion Navy Issue, Dominix Navy Issue, Rattlesnake. Basically all improved versions of the Dominix. Scorp uses missiles instead of hybrids if you want weapons on it, but all of them have the same drone bonuses the Dominix has.
Not outrageous but effective? Raven Navy Issue, Apocalypse Navy Issue, Abaddon. These aren't drone boats. Raven really does need either T2 or faction cruise launchers to work well, but you can get by with Arbalests if you have to; unlike the heavy launchers Arbalest cruise launchers are about 4 million each last time I looked. you say 1bil+ ship, what exactly do you mean by that? CNRs are going for ~600m, which leaves about 400m for a fit which is less than 1bil+. but you also said cheap. and the only way you will get attention is for the fit, and/or your being an ass. no one is going to go gank a vindicator just to gank a vindicator, they are going to gank it because it has a stupidly expensive fit (like a bil+ in fittings).
sub 1bil+ ships, well damn near anything, I'll just list a few that I like: golem, paladin, vargur, nightmare, cnr, machariel.

I use a passive invul fit Nighthawk, I have been using it for the past year or so. T2 HML and T2 ammo, works just fine, can tank every lvl 4 mission ive done and the DPS isn't bad either.
A Nighthawk runs at about 200 mil these days and T2 fit is pretty cheap, I normally buy about 100k missiles at a time and the income is good, I normally make about 100 mill a day missioning which i'm perfectly happy with.

Super cheap and actually not that bad for efficiency but you will need to now how to control room aggro or suffer heavily. Use this to save up for a nightmare or vargur.

Dominix is what I'm going for on my alt. 800+ paper dps in a sentry gank setup, or alternatively afk missioning setup with 1k-ish tank and heavies clearing the floor.
Maelstrom is an extremely good option for minmatar missions (angel heavy). If you can use t2 autocannons it out performs the CNR in them. Abaddon and Apocalypse are the ships of choise for amarr missions. Dominix does just fine though, because of high thermal drone dmg. Raven is the cookie cutter caldari missioner, but a sentry Dominix would probably do as good or better.

Just buy whatever ship you want and don't put more than like 400mil worth of modules on it. 12 guys aren't going to suicide gank a golem just to have a chance at getting 4 CN BCUs.

Any race have bs's that can do L4 mission:
Caldari raven with plain T2 fitting ( maybe just a cheap faction shield booster) its the most common choise. Quite effective.
Gallente Dominix its another common choice. if you have t2 sentries its quite effective
Minmatar Maelstrom with T2 800mm its another great ship. Good shield tank, good dps, can choose damage type and huge falloff.
Amarr Apocalipse/Abaddon. Both good ships. You cannot chose damage type but the raw dps its quite impressive.
Obviously you can choose also other bs's. Maybe they are a bit less commonly used, but all of them can finish L4 minnions if well used. Another option is to cpich a faction bs and use t2 fitting. Just as example, the navy scorpion or rattlesnake can passive tank any L4 you will even encounter. Excellent for lazy users. Anyway those was just examples, they are not the fastest ship for L4, probably just the safest for the uber tank that can achieve.
Honestly its hard to suggest you a Bs over the others. Chose the one you like more, or the one that use your most trained skills. Once chosed ask for a good T2 setup.

Use this (i use it and it finishes 80% of L4s in 30m or less, plus it tanks anything fitted with proper damage hardeners:

T2 fit battleships offer you best price/perfomance ratio for level 4 missions. Although going for a bit more expensive hull (unless you go into low sec) is reasonable, as it does not drop when you are ganked. So T2 fit Golem or CNR for example, or Apoc if you run in amarr space. Dominix is rather universal and quite effective as well (at least until incursion when the new NPC's have sleeper AI and will go for your drones).

To get a little more specific:
I did have a CNR, and it was a crazy awesome mission beast, but, it does attract attention. There are alot of people who don't care about the fittings or what drops as much as they want a $$$ kill, to pad their killboard. That's why I'm shying away from the faction ships.
What do you guys think of the typhoon? I know that is a cheap BS, but will it handle LVL 4's?

A CNR or the cheaper standard Raven is going to be the right answer to your OP. Drake is a cool ship but simply doesn't have the DPS outside of kinetic-weak missions.
A typhoon is a very cool ship for PvP, not really for PVE. A typhoon is also the most demanding for skills - you need to have excellent missile/gun/drone skills to mkae it shine, and then it really is geared for short range. It's reliance on drones for a good chunk of its DPS, and the fact that it doesn't get any sort of speed bonuses for missiles give it delayed dmg as far as the drones are concerned, and either weak DPS or short range for missile damage. And for those reasons, it makes a better short/mid range PvP boat.
If you can fly Raven hulls, keep flying them - best iskies/hr overall by a fair margin.

on a "on topic" note, it's not only ganking that I'm worried about. If you were scanning down ships to ninja salvage, and perhaps try to garner some carebear tears, which are you going to warp to: 1. A CNR 2. A Typhoon
From my experience, your going to warp to the CNR, steal from him, and try to get him to agro you (and then call your buddies). Its happened to me, and really, I knew not to shoot him, so it was OK, but I'm just trying to see if I can garner a little less attention.
I'm looking for a sleeper ship...

Raven is easily the best all rounder on a budget due to beeing able to field enough tank for all level 4s, it also has great damage projection and selectable damage type.

Then you need to get away from the mission hubs. Every race has an oddball npc corp or two that has a good to excellent level 4 agent deep in high sec that takes a bit of grinding to get to. The catch is usually all the agents you need to grind to get to that one awesome agent are horribly placed and have negative quality. But if you tough it out then you can have a nice underpopulated level 4 agent that doesn't attract the swarms of ninjas and griefers the hubs have.

1) Ravens, CNRs, Dominix, and Navy Domis will outperform both those against most rats due to either higher base damage or higher range and they aren't that expensive. 2) Investing billions (you can always resell it later unless you lose it) into performing your primary occupation (ISK-earning activity) faster isn't. Investing billions into negligible improvements is stupid but a Golem or CNR beats a Drake by plenty enough to justify the investment.
@ the OP: A T2-fit (non-Kronos) marauder or certain pirate battleships with 2 of the damage mods factioned and a faction or C-type repairer/booster is about the cutoff point for reasonable investment. Anything more and the benefit is marginal while increasing the chances of loss to gankers. A passive myrmidon has a tank nearly as good as a drake, better if you don't have battlecruiser V if it still had the 125 m3 drone bay it would be a shoe-in for best cheap missioning ship.
As is I think the dominix is probably the best of the suggestions offered, particularly since it allows you to salvage as you go and make things even less appealing to salvage ninjas and such.
Also some good points are made regarding the raven and cnr providing too much of an isk/hr advantage to be worth turning down in the long run, consider this when making your choice or better yet try both and see what you like.

Here's what I run,
Sleipnir
7x T2 425mm ACs (T1 ammo, faction ammo requires you to be nearly 100% efficient in order for it to pay off so meh. Barrage only adds 12km(?) to your fallout, which is meh) 1x Tractor/Salvage or HAM/HML for albit more dps
1x XL CN SB (the T2 variant won't fit the fitting requirements, and it ain't that expensive) 1x T2 Invul. Field 1x T2 Shield Hardener (Rat specfic, note that sleipnir has a kinetic hole for its shields, not EM) 1x RF 10Mn AB (not expensive) 1x T2 Medium Cap Booster (800)
3x RF gyros (WORTH IT) 2x T2 TEs
5x T2 Warriors
The above fit cost me just under 500 million (with some market/contract playing). This was an huge upgrade compared to my mael, not in terms of efficiency but in terms of FUN. Most ninjas I've seen only scan for battleships in hope of finding those stupid +2bil fittings, so it's unlikely this fitting will grab you a lot of attention. Sure, this isn't more efficient than half the mission ship fittings out there, and there's a few missions I wouldn't risk this baby in (ie smash the supplier).
But by the gods, this ship is holy-crap FUN and I mean --> FUN <--. It has good dps (650ish) and a beast of a tank. Speed is decent. Cap stability is overrated, so that's why I went with an XL SB fitting over the cap-stable med SB fittings. Cap boosters are there for the lil tougher missions. I can only fit in at max 13 800 cap boosts, but I boosted my cap only once or twice in all the missions I've done so far. The only times when I need to boost my shields are usually on approach to a group of npcs. Once I start orbiting around a bs. The bs npcs cannot hit me hard AT ALL. It's mostly the cruisers and bcs npcs that can still hit me while I'm orbiting around a bs, so I focus on web/scram frigs, cruisers, bcs, then bs last (some situations vary of course). If you're worried about the cap-stability, don't worry, you shouldn't run out of cap nor the 13 800 cap boosters in 95% of the missions (only if you're doing the mission right).
So great dps, beast of a tank for when you need it, speed tanks wonderfully, and a bad-ass ship model and orgasmic camo. I recommend sleipnir to anyone who is looking for FUN and reasonable efficiency.

A passive shield Hurricane can solo almost all L4s if you manage aggro properly, but it takes a lot of time. Myrms also, as noted above.

Honestly if you want a mission runner.... Just get a drake.
If you are serious about running missions for profit then consider some research into the bigger stuff like faction Battleships and command ships.

Cheapest - Drake (but sorta boring tbh, and may be getting a much overdue nerf )
More time efficient while less cheap - Raven or Domi (a tech II sentry Domi is the most fun I've found in missions)

Enough for worlds collide, extravaganza missions and a few other longer missions. I've tested that fit and it works perfectly.
Also the cargo expander uses 0 CPU so it fits with very low fitting skills.

I used that exact fit last night, and I really liked it. I am able to fit about 20-24 800 cap boosters, and that seems to give me what I need for tank. I ran "Gone Berserk" and was able to handle it pretty quickly. Not bad for 200 mil. Plus, if you loot/salvage, you get enough 800 cap boosters, so that you don't really have to keep buying them.
It helped that I moved 14 jumps away to a system with not alot of mission runners/ninja salvagers...
My next step is going to be training an Amarr battleship, so that I never have to buy ammo again.

Also, to OP: getting a faction boat with T2 mods > regular boat with faction mods. Reason: a CNR wreck is no good to gankers, a raven wreck with faction gear to loot is.
So to be optimal I would advise using a (T2 fit) golem, vargur, nightmare, machariel or similar. To be completely honest: chances of getting ganked rely more on where you mission at what time than on what you are flying.
So finding a better (more quiet) missioning spot/system/hub should be looked at BEFORE downgrading your ship to something less ganky but also very much so less effective.
(read: 2-3 faction dmg mods are a MUST, faction tank/cap/whatever isn't as important, but boosting your DPS REALLYY is.) __________________________________________________

A marauder or CNR with faction and deadspace modules is the way to go for cheapness.
EDIT: And if you got the skills you can make a great mission boat out of a Phoon with only modestly expensive gear.

Saying that CNR attracts attention is mega LOL. Been missioning in CNR with 1b worth of modules for over a year *and* a faction fit Machariel and no one wants to gank them, because there are too many ships with 10b worth of officer mods around. Oh, and not missioning in Motsu or Dodixie probably helps too.

What do you mean by "cheap" exactly? Cheap operating costs? Or cheap initial expenditure? Ravens/CNR's do the job, but you will spend ISK on missiles (operating costs), and pay more to acquire them (initial outlay).
The Dominix is an inexpensive hull, fit is cheap or cheaper: 1) use no guns/all drones-sentries/tractor-salvage = slow cheap mission running 2) use sentries for range, or blasters (3-4 limited by power grid) + medium drones for the super those close range BS's that are slow to take out with Gardes. I use Mega Modal Neutron Blasters and Lead ammo to start whacking BS's at 20km (support skillz needed for that range) on my bread and butter Domni fit.
Navy Dominix rocks even harder, and is way cheaper than a CNR. I own a few, and love 'em - getting expensive. Can have target painters X2 besides massive tank.
CNR can blow through missions faster, at greater cost per mission. But I never chain missions, so I do not benefit from a speed running strategy. This strategy yields more ISK faster if you focus on the keyboard.
I had a fleet of Dominix'es, now replaced by a fleet of Rattlesnakes = very expensive. Domi's payed for it all while I was barely watching the PvE fights and doing homework at the same time. CNR's require much more focus to operate/pilot.
Decide what you think is "cheap", and go for it.
