I'm trying to figure out which race's industrial ship is the best for this job. I'm not willing to learn a level V skill so I don't want Iteron V. What about the rest? I want the most cargohold possible but I don't necessarily want to overdo it, if I have just enough cargo to flood the comission office with imports, it's fine.

second best T1 hauler is the mammoth. just train the skill to lvl4. ---

I'd say caldari and a badger mark 2... the other t1s might hold more, however, if you decide you want to upgrade to a t2 hauler, or freighter/jump freighter down the road, caldari can hold the most.

1-3: Amarr 4: Minnie
And personally: If you feel the need for a covop hauler, I think cargo isn't the most important factor (needs might var though) - minnie covops wins on survival....

Precisely. If you're willing to train the skill to level 4, go with the Minmatar. 3 or less, go with Amarr.

Really really stuffed to the brim with cargo container play-around and T-II extenders+ T-II rigged Mammoth can hold around 40k worth of stuff.
If you don't like playing with containers it's about 35k m3
If you need even more space get Itty V or Orca/freighter.
And remember to make that fast warp point at Jita 4-4. Indies are alow and can't take much punishment. ;)

if you want to haul anything of any value, get a cloaky hauler, orca, or freighter. t1 haulers are just too easy to gank.

Viator and Prorator > Crane > Prowler since the first 2 can reach the magic 10k cargo limit needed to fit a cruiser with T1 rigs while the Crane need T2 rigs and the Prowler simply can't do it.

All the races have ships that are useful and different. Do compare all the ships Industrial 5 makes available to you BEFORE making a decision. What may be important for other, might not matter to you.
For me every m3 of cargo in a freighter counted most, so that's Caldari Charon. My second choice was Amarr, primarily because of the great Prorator blockade runner.
I own 2x Charon freighters, 3x Crane blockade runners, 3x Bustard deep space transports. I have 3 pilots for them, one of which can also pilot a Rhea. A fourth pilot is currently in training.
I use a Bustard for PI in w-space (0.0), as it has the most EHP of all the DST for the amount of cargo. The high EHP is great for when attacked by cloaked Stealth Bombers and such. Having a built-in +2 wstab is also nice.
All my Cranes are T2 rigged. I've had no problems navigating lowsec or nulsec in one. I use the Crane like a very fast and large shuttle. Probably my most used ships.
Amarr: most flexible blockade runner (can be large or agile) Caldari: largest base cargos, toughest DST (mid-slots for shield tanking) Gallente: largest industrial, toughest freighter Minmatar: fastest, smallest, only blockade runner with 2 high-slots but less than 10k m3, most fuel efficient jump freighter
Speed: Minmatar > Amarr > Gallente > Caldari Size: Caldari > Gallente > Amarr > Minmatar
If you can't decide, Amarr is all-around well balanced in my opinion.

Amarr is really the best and the prowler is only 0.1 seconds faster aligning then the proator. . . so the difference is minimal. -----------

Good analysis, however I must point out that you should look at fuel cost per m3 moved where I believe Rhea held the title of most fuel efficient jump freighter. You are ofc correct that Minmatar one takes smallest amount of fuel per jump.

The isotopes prices are pretty close, using ones from EVE-Central:
Amarr Ark: 2900 Helium Isotopes * 254.62 ISK / 275625 m3 = 2.678995 ISK/m3 Caldari Rhea: 3300 Nitrogen Isotopes * 248.98 ISK / 294375 m3 = 2.791113 ISK/m3 Gallente Anshar: 3100 Oxygen isotopes * 244.72 ISK / 281250 m3 = 2.697358 ISK/m3 Minmatar Nomad: 2700 Hydrogen Isotopes * 246.97 ISK / 270000 m3 = 2.4697 ISK/m3
Skills reduce them all equally, so I just used the base ship numbers.
The bigger difference would be if you needed to do more jumps because of less cargo space.
