If not, it could be an effect of your old never-adjusted attributes being lower than the attribute minimum (used to be 5, now 17).

Well, then chances are that the -1 you're seeing is simply from having an attribute that's lower than the new minimum allowed. You won't lose any points in total, but you need to throw at least one point on that attribute to bring it up to the required minimum value.
Can you post/link a screenshot of the remap screen?

What about the skill points given too use. i trained all of learning to level 5 except charisma which was level 4. I recieved about 4.7 million. Is that correct?

Ah. Well, then it's no surprise that you have -1 points. Your base numbers are correct ù 17 across the board ù but you have somehow acquired 15 remappable points, when it's only supposed to be 14.
So yes, you have to give up one of those remap points, but in doing so, you'll have the attributes you're supposed to have ù you'll lose a point that you were not meant to have to begin with.
