I posted new payments to 2 of my accounts yesterday. On the website payment forms that I agreed to, 19.95 and 14.95, respectively. On my 'Pending' card charges, 19.95 and 14.95. Today, the charges for the same are 20.15 and 15.10.
I know it's just the difference of a few cents, but I'm not okay with being stolen from by a company that can barely keep the game running half the time. Be very careful that CCP doesn't steal from you as well- this may be an ongoing method of fleecing a few extra bucks out of people. I'll be disputing the charges if nothing is done to fix it.

Quite sure. I use a reputable American bank and (like an idiot) I've been paying for Eve for years now, all with the same kind of debit card. There's never a 'service charge' of any sort, until now.

I did use Paypal for those transactions, but I never authorized an additional charge or for CCP to pawn the service charge off on me or whatever it is that happened. I saw 19.95 / 14.95, agreed to those charges, and not a cent more. Be careful that you aren't taken for more than you agreed to.
Depending on the level of money-grubbing dishonesty here, I'd be nervous about whole different levels of payment being assessed, too.

First bonefish you are an idiot for posting this on the forums. You look stupid saying ccp is stealing from you when in return there could be a number of reasons why this has happened.
First call your bank, and verify that CCP did indeed charge you twice, or find out what has happened, I would suggest going to a local branch and talking to someone in person.
Second, look at the payment plan page associated with your account and see what ccp charged you there.
Third, after you look at the first two, file a petition under the account management -> Billing and tell them about what happened and what the banks told you and that the account info tells you. Billing problems get resolved faster than most other petitions as it is real money involved.
Finally, don't post stuff like this on the forums, we are just going to mock you and laugh at you.

Since the OP is using an American bank (I'll save mockery over any bank being reputable for another time), I can almost guarantee the $0.30 is what will be called a 'foreign transaction fee', or something very similarly worded, as I had that happen on my accounts as well.
This is the reason I play harder and earn enough isk each month to keep my various accounts swimming for no real money.

As an aside if you want to save your pennies, I've found that 3rd party sellers are cheaper. For example, plex bought from the account management page costs 34.99 (my euro button don't work), which is ú29.84 to me in the uk, however as I get more dollars to sterling than euros I buy from american sites where $34.99 becomes ú22.55. Not an incredible saving but still worth doing.

I also pay CCP through one of those 'reputable" american banks, and on all my accounts i am always charged a
foreign transaction fee, FTF
of about 40-60 cents per account. its been like that for as far back as i can remember, [just verifyied with my bank statements back to over a year ago].
if you dont want to pay a foreign transaction fee, then stop using an american bank, CCP is NOT based in america.
if you haven't been charged this until recently, then consider yourself lucky, your bank or paypal is doing this.

Bonefish, this extra cent that is being added to your monthly payment, (yes I am going to repeat what many have already stated), is an international fee. I see the additional payment on my credit card statement. CCP is not getting that money, your bank or credit card company is. There is not fraud on anyone's part here.

My guess is your bank is like mine and just started adding these fees on in the last month. If you read the small print somewhere, they probably sent you a note telling you this was coming.
And now you look like a bloody fool for saying CCP violenced your bank account.
