That is a fallacy. Each ship AFAIK has at least 1 gun bonus. This is what keeps the projectiles off the apocs. Even if you boost the projectiles (Thanks CCP Hammer ) they still won't work as good on a apoc as lasers will when you consider the ship bonus.
The only bonus the apoc gets to it's guns is reduced cap usage on lasers. Even with this bonus, the equivalent projectile gun uses less cap than the laser equivalent, so in that case the apoc's ship bonuses provide no reason to want to mount lasers over projectiles. So if projectiles are boosted to be better than lasers, you'll see apocs once again flying around with 1400mm's fitted.
Also, if projectiles are boosted to compensate for weaknesses of matari ships, effectively you're transferring a bonus that should be on the ship, to the gun, hence making the ship-balancing bonus transportable to other ships that don't need it. Hence, the projectile would become better than it's equivalent in laser/hybrid, eating into the benefits of fitting a gun your ship has bonuses in. If your ship lets you get +10% more out of your laser, but projectiles are 10% better than lasers to start with to balance matari ships, the projectiles look good, even though you're losing your ship bonus by using them.
Ship bonuses are only effective at dissuading people fitting the "wrong" guns if the guns themselves are balanced independantly from the ships.

Why not both? Which is what I think we are headed for after the CCP Hammer blessing is upon us.
Indeed. minmatar ships suck for two reasons: 1) projectiles suck, 2) the ship itself sucks.
Projectiles sucking is a seperate problem in and of itself. Therefore, CCP Hammer is being sensible and fixing the projectiles first. Once those are sorted, the exact extent to which minmatar ships sucking is due to the ship, and not the projectiles, will be seen and fixed much more easily. So do not expect the current projectile fix to be the end of your matari woes - it will make things better, but it will not fix all the problems. You'll have to wait for the follow-up tweaks to the ships themselves for that.
