To the OP, there are two types of harassment: perceived and actual. In this case, there may be perceived harassment (from the ganked persons view) and if a decent case is made, CCP may take some action. However, as you are not actively hunting the person (and they don't bother to change system), it is likely that nothing will be done. For good measure, gank a few other miners... just not me.
