hi there
i thought it would be a fun thing to be able to play the trading card game ingame! Like, a game in a game about the game ;) As an owner of a bar, you can buy special tables for that, organizing events and so on. Cards could be part of the market, you could buy starter decks, boosters or even single cards for ISK.
The reason for my suggestion is that i find a bit sad that the original card game has no real attention in real life, and on this way it could be somehow "revived".

I vote that they license Race for the Galaxy instead and have that as a game you can play in stations. While they're at it, they could license other good space-themed games as well. Normal games could work just fine in an online environment.
"Collectible" games wouldn't work so well - everyone with enough ISK will converge to a handful of "ideal" deck configurations and the game will become too predictable. And just how would you produce the cards? If they're sold by NPCs then it's trivial to obtain them. If they're randomly created by players then you're going to get very close to the inscription system in WoW - and I'm sure no one wants Eve to adopt WoW behaviors.
Besides, most of the appeal of collectible card games lies in the gambling aspect - not in the actual game.

I was thinking maybe use characters from short-stories and other eve fiction for basecards with a bit eve lore on them. Rare cards could be alliance tournament top 3 price winners through times (real player chars) Ultra rare could be CCP GM cards (specially devs who worked back in 2003 and 2004 but don't work anymore) + some eve celebrities like TankCEO or Chribba :p

Thats why it should be seeded in the market. It has to be obtained by players to make this being successful. I can for example imagine, that NPC simply drop them. Well, why not? And we don't know the Incarna Game Mechanics yet, perhaps there will be another way offered to obtain those. If they are put on the market then, it will become a trading good like everything else. So the argument with the money doesn't fit, since it would make every item ingame obsolete.

I don't really understand your point here, i don't play WoW so i do not exactly get what yo mean with inscription system. Could you elaborate that argument, please?

Well, i think most if the appeal actually lies in the collection part. Again the how-to-obtain-cards/decks/booster thing becomes important here.

Hmm...
Starter Packs, Booster Packs: - Will have mostly common cards, and maybe 1 (always the same) 'rare' card.
Common Cards: (T1/T2) - Highsec rats could drop single common cards.
Rare Cards: (Meta 2/3/4/Faction) - Lowsec rats could drop single rare cards.
Unique Cards: (Officer) - Only dropped by officers. How about a non-trading agreement on these cards? If your ship is blown up with one of these, it'll be destroyed 100%. You can't drop it, trade it, or contract it.
Cards cannot be made. The starter packs will be seeded, the rare/unique cards will need to be found. You can make race-specific and pirate-faction-specific card packs which can be bought at stations (race) or dropped by pirates
Bind the EVE Skill System with it. You want to use a Titan card? You'll need to be able to use it in real life - eh - real eve - too.
Challenge NPC's (current mission givers?) for a game, and win more cards. This could be an alternative to them dropping.
Make special medals/certificates for a specific number/type of cards, e.g. having all ships of a single race. ---

i never got to play the card game but i am in the process of collecting them, this would be an interesting addition, but it would have to be scaled down for database reasons.

One of many ideas that would really help the EVE social aspect in my opinion.
I would hope with the "secwars" being so thought out easier to program games such as Chess, Checkers, Poker, etc.. would be easy to implement.
