it's a grey area, because in 0.0 any ammount to ensure your success on pos warfare it's common, of course there is always those 50+ on some bottleneck that no alliance fights for stranded on stargates that makes you wonder if it's some trick to catch cloak ship isn it

I've tried petitioning a cluster**** of 40 large bubbles on a deadend system nearby, but CCP said its not enough to be an exploit.
Tbh the lag from the bubble graphics annoys me more than the MWDing 80km to get out.

I'd say if the covered volume is not noticeably smaller (as in, at least a factor of 3) than the total volume of bubbles you don't have a case, since it would be some completely legitimate use.
P.S. We need to get cubic ones, or better yet, a networked model (place on outside surface, everything inside is considered a single bubble).

Spamming bubbles is no exploit. There is, however, a clause in the EULA that forbids attempting to put excess strain on the server.
So, the maximum number of bubbles is however many it takes for the GMs to think you're trying to crash the node.
