If you can only OB if your in FW then how will Alliances be able to "help" the mercs they hired?
Afaik OB is open to everyone but ye, DUST players have to give something to the EVE player before they can fire.

Alliance / Null Sec (reportedly) wont be available to Dust until sometime in 2013. This was noted in the CCP / CSM notes from end of May / beginning of June meeting. The notes can be found on the ccp website for the last CSM meeting. -- Solar
