my first six months i lived and missioned in low sec. there was true risk to pirates and i saw more than one blown up by gate guns. i'm not saying camping should be impossible, but there should be real risk, which would force a bit more selectivity in targets.
folks that are established in game, that have a second acct or can fly specialized ships, can travel fairly safely. the scores of new players who repeatedly get killed trying to do lvl 1's, run out of isk, and give up, are the future population of low sec. you're hunting them to extinction, then calling for a hi sec nerf to fix a problem you created.
this circular argument's been around for years. buff low sec too much, you'll have null sec alliances poking their nose in there. nerf hi sec too much, you'll see the bears take their money elsewhere. neither fixes low sec. only if the pirate players can release their white-knuckled grip on gates would the population shift a bit.
when i got access to lvl 3's, i decided the risk wasn't worth it, no matter what the reward. while i enjoyed the cat-and-mouse of low sec life, i hate giving easy kills. a sentiment shared by bear and pvp'er alike.

ps no to hi sec lvl 5's etc.. 
Finally, someone gets it.
At release low-sec was teaming with people.
Why? Because Security status mattered (No alts, few second accounts), and the gate guns where mean. Now after 6 years of mudflation security status is irrelevant and gate guns might as well be removed for all the good they do.
You want more people in lowsec? start by multiplying the Gate gun DPS by 5.
