Welcome to the Intergalactic Summit!
As well as the normal Forum Rules the following need to be followed if you are to post here:
1.In Character Absolutely no out of character (OOC) comments or references are allowed. This is the only forum where players can immerse themselves completely in role-play. If there is an OOC comment or post it will be deleted. If a thread is too OOC or not explicitly IC it will be moved to a more appropriate forum.
This is taken from IGS description.
Now, for the past 2 days I've been trying to do an IN CHARACTER event at IGS. After 2 threads locked, This is the public answer that we have got:

First of all, please let me say that we understand how much time and effort went into the preparation of this event. However, we would ask you to use the Events & Gatherings forum section to run it. While we understand the implications related to the rules of your contest, Events & Gatherings is the proper place for all events û including the in-game and/or role-playing ones. Now this is completely absurd. Never in the history of this board ( I play eve since 2004) have I seen ccp demanding role players to Role Play out of IGS.
I'll highlight this again to further absurdity:

It would help if they could at least say the same thing and not totally opposed definitions. Right now, if we post In Character out of IGS, we are breaching forum rules as all In character stuff should be IGS related only.
And if we post an event In character, at IGS, we are also breaching forum rules ( which never existed before Spitfire's communication and you won't find it communicated to us anywhere else)
So basically this leaves us, Role players who wants to do events of significance to the community with a few options:
1- Stop Role playing and do all our events ooc. ( really now?)
2- Force our Role play characters out of IGS into a totally foreign forum ( Events and gatherings) breaking completely our immersion and annoying the hell out of people who don't want, don't care and don't need to share our tastes for role playing.
3- Keep forcing our use of IGS and risk a bann because we are trying to use a In character forum to do an In character event. ( shock horror )

Yeah, it does seem a bit poorly thought out, due to how RP is treated by the teeming masses.
I wouldn't take it too personally, though. It's more of a filing error than anything. They should allow for RP event exceptions.

To be honest i think you're being very unreasonable. Nowhere does it say that IGS is the only forum you're allowed to roleplay in.
They nicely asked you to use the Event & Gatherings forum for your event because you have two threads for it (in E&G and IGS) and because you went around the General & other forums to recruit non-roleplayers for your event. I don't see how yet another thread consisting of hundreds of pictures of random pretty avatars benefits the roleplaying forum (not that there's anything wrong with making your avatar pretty).
If you had made just one thread in IGS completly in character and only talked about the event there with other roleplayers i'm sure it wouldn't have been moved. As it is CMs had to made a decision and good or not they're not up for public debate.
I'm sure you're going to get mad at me or something but if you'd just cool off for a second and try and cooperate with the CMs you might still get your little contest back on track.

No that wasnt really the case. The IGS post was the only in character post made. The events and gatherings were the ooc link to explain the points ooc related. It has been done like this in many other ic events, including my own and from other role players for years now and we never had this sort of issues before.
Now even if this is correct and now we can not explain ooc our in character events, still, the events and gatherings were deleted to leave room for igs only.
That one as well was deleted with the explanation of all events now even in character ones needing to be out of IGS. I would gladly work with GMS IF they could put their rules clear and perhaps create an environment not so hostile to role play immersion as the events and gatherings forums are. I'm not sure if any role players would want to host an event there in the middle of Dallas meetings, lotteries, and all other 100% ooc threads that does nothing to add into the context of immersion to our enjoyment. We are role players for a reason, we enjoy the immersion that IGS brings. And dare I say IGS is created exactly to let us do that. Till now...

lol yes it's role play. And as much as I'd have no issues doing this ooc if I wish to, that's not the case. As I said, I do events in character because I'm a role player and I like to add the definitions of my role play into the events I do. Every Role player does that.
Obviously, I don't think an ooc event would find amusing me going around calling myself Thrice-Illustrious tralalal ( thats for you Darv) and conducting a judgment based on Sani Sabik role play. Devs did a separation of role play x non role play = forums x IGS for a reason. If this reason no longer applies and is no longer welcomed, let us all just merge and see the results of this. But as long as forum rules applies, we need to know why they are being changed without our knowledge .
It's not even about this specific event anymore, it's general.

An event that requires you to be in character to participate would suffor a very harsh fate to be handled in a forum that does not require particpants to be in character or will moderate accordingly.
Besides, it has never been a problem to clarify OOC issues using the EVE Fiction channel on issues raised in the IGS channel.
But of course, moderation is not to be discussed; forum moderators are flawless and never need to clarify themselves or make their ruling public so people can have a little chance of following them.

You have a point, although your contest is stretching the "role playing" aspect a bit.
However, your role playing a huge drama queen (while a very accurate depiction) is not likely to garner you much serious support.
I would engage in a mature discussion about how to handle role playing events in the future with CCP Spitfire, but keep in mind that this is a private message board. Their decision is final.

I think you're being a bit obtuse here. Obviously you are allowed to post in character in the events & stuffs forum given that a community manager explicitly asked you to do so. Have you actually been told by a forum mod not to post in character in the events forum after doing so? That would actually be a reason to be a bit miffed. --

Firstly, it isnt streching anything except when theres a reason why capsuleers in the future wouldn't do that sort of event - and there isn't.
Secondly, what type of character Revan roleplays does not have any effect on an OOC board, and should not influence the decision of any roleplayer when it comes to IC events not being allowed on IGS.
Thirdly, mature discussion is a fine thing, but you may understand that tempers are a bit heated right now after hours and hours of preparations have gone to waste due to this.

I have no idea what goes on in the mind of an Eve moderator, but I suspect that at least part of this mess was down to the event being advertised in two sections of the forum which they generally frown upon.

But this is where all the issues are being confused: as I said before why separate IGS for IN CHARACTER interactions when apparentely now we have been "asked" to Role play out of IGS? If their intention is to have all blended, why not restore the structure of forums when created when everyone assumed to be " role playing" everywhere and we had no such issues? Dare I say, IGS caused not only segregation but a huge pre concept from the community in general towards role playing. Do they want to fix this now that Incarna is upon us? Great! How about communicating this to role players who have been here for years now, instead of enforcing such drastic change?
And if this comes to be true, at IGS we have all ooc comments removed from our threads to ensure we have immersion as the IGS forum rules confirms. So now, are we going to have this rule applied on events and gatherings as well when an in character event is concerned??

Addida made a bad call by locking the OOC thread of the IGS competition. Zymurgist is closing ranks to try and support her, but he's setting a really awful precedent by claiming that all events have to be in E and G, regardless if they're roleplaying ones or not. Where has that rule been the last 8 years?
Sometimes it's ok to admit you messed up, CCP.

Doesn't seem like the issue was the ic x ooc post. It seems like the issue is a new policy that we haven't been communicated neither been made aware of.

It is a bit silly this and not for the first time. I think the wider issue is the way that ccp community management respond to players wanting to run events really though. Surely the reasonable approach would be for the community staff to take a position of ...
"Hello lovely player wanting to give away a billion isk while showcasing our new avatar design system with professional-looking promo videos! How can we help you run your event? Where would you like it done? How about we matched the billion and added one of our own to make it really special (since lets face it, showing off about beautiful avatars won't do much harm to overall eve subscriptions eh!)"
Point being the community team should really be all about facilitating player-made events and encouraging them rather than being overtly concerned about being the authority of where and when they happen. Surely its good enough that people are bothering to promote these things in the first place and all they have to do is smile and have a nice warm feeling that subscribers are helping other subscribers enjoy the game and (might just) make some other people subscribe.
Add to that the potential confusions of adopting a firm "rp events must be done in the ooc events forum" ... for example:
Lets say I decided to hold a cruiser grand melee event in lowsec kamela with the tag line "come one come all, last ship standing wins a billion isk prize!" and made a nice intro movie and post on the IGS. My reason for posting it there is I WANT to be interacting with the discussion in an RP fashion under the specific RULES of the IGS.
What rules are they?
Well I don't want ooc comment about off-topic nonsense, killboard links, female avatars representing themselves as men, meme-jokes and anti-rp rubbish and also.
I want to be able to describe Amarrian militia cruiser pilots as "regressive inbred pigdog authority-worshipping dross" without anybody thinking I'm being personally-insulting on an out of character level. Having the event and associated interaction on the IGS symbolizes the fact IT IS AN IN CHARACTER EVENT. If my event was moved to an out of character forum I'd be forced to be nice to Amarr loyalists because the nature of the ooc venue meant i was talking to players not characters. For a roleplayer this is quite an important distinction and I know that people inside the ccp community management team know and understand and respect this.
So please, lets use this current fiasco to plot a progressive change to general forum conventions and allow events organizers to choose either an "IC" or "OOC" tag on their events from now on which will let them run their events on a forum and venue of their own choice.
We live in the dog days of the old forums. We're soon moving to a whole new forum system with new features and asthetics and tools etc. Lets remember the last days of the old place for some decent sensible fair decisions rather than hidebound dogma and strange bureacracy!

People like you fine folks are the reason why the IC/OOC separation on the forums exists. If an IC event is held in an OOC forum like E&G it won't be IC, and nothing will prevent OOC stuff to be posted on the thread.
Preventing OOC posts is what IGS is for. Except for events now, apparently.

There are however rules about cross-posting, and other threads in the past have been locked in very similar circumstances.
You're right about there not being an official rule about advertising events on the IGS, and events have been publicised there in the past, such as the Amarrian Capsuleer of the Year and your own gladiator things.
So I still think that the main issue that they had is with there being multiple threads for it.

I read that to mean that THAT forum is the only one where you don't have to worry by OOC stuff, NOT that it is the only forum where you can talk IC. _

Which is the whole point. RP is not enjoyable on an OOC forum, its like going to CAOD, posting a thread about your last vacation on Pator IV and nicely asking everyone to stay in character.
It may be allowed but its neither fun nor appropriate.

I would assume that they merely insist that every event be posted only in the events forum. If that means some roleplaying confined to specific threads within the events forum then thats apparently ok. Not saying this was a very bright idea on ccp's part or anything but this is what I would read into it. So in the interest of your event I would suggest to just post it there even if I can see how this is very inconvenient.

Honestly I would suppose that ooc posts won't be removed per default. Because IGS is the only place where you... oh wait you know that one already. Maybe if you report ooc posts and ask the mods to clean the thread they will do it...
Well you're probably right about the issue and all that but in the meantime I would still set up the post in the events forum. Maybe if the thread gets some attention the mods will notice how they really didn't want it there in the first place. --
