more fun for active players.
less fun for passive people, who are as defenseless as a cow in the open field. Only covert ops can not solo kill a PvE fitted raven with 12 sec align time. So, flies and mosquitos can not kill a cow.
Yes, local takes fun away from the game, taking away the private feeling of deep space, the feeling of sneaking up, ambush and hunting.
