pretty much this. There are a bunch of ways to make a lot of ISK quickly, but they all involve planning/effort/work and usually anyone that asks for a way to do it quickly isn't interested in investing one of those three. .

If you are only earning that much your doing it wrong.
Also fastest isk in eve is scamming. Chance of success is very hit and miss though. Can spend days and get nothing, or 5 minutes and earn a few billion.
Another good method for rapid ISK is joining stupid+rich corporations and stealing their stuff. Cannot do it very often though.
I don't do either, but I laugh at my friends when they do.

20 mil/hour for L4 missions sounds about right for casual runner who doesn't invest 1.5bil+ ISK on modules alone.
Fastest for average joe is, running sanctums. 30mil/hour in a drake, all cash, you don't need to play the LP game etc.
Scamming is not a quick method. Suiciding is also not a quick method. Both can be quite lucrative but you have to invest considerable amount of time.
Market games requires a big time investment and ISK investment. You have to invest a lot to gain a lot. If you have less than a billion, forget it. You'll still make money, but it will be laughable compared to L3 missions.
Wormholes are indeed very profitable, probably riskiest of all above due to delayed local. Still not a problem if you know what you're doing.
Mining is ****, you can thank botters for that.
Exploration and Radar sites requires fair amount of training if you have zilch skills in that department.
Buying PLEX is the only guaranteed way to get high amount of ISK in a short amount of time.

I have timed it and without salvage or using an alt, you net 20 million in about an hour from kills alone. This doesn't mean that you will FINISH the mission in an hour but it's a good approximation. I have made close to 40 million in about an hour and a half using an alt to clean the wrecks and salvage the loot. Even if youdon't get Angel extravaganza every time, the shorter , easier and less paid missions still net you about 20 million in an hour on lv4.
I build my own weapons from mineral reserves I stockpiled so I can run missions constantly. I have yet to run out of minerals, plus from salvage I get all the minerals I need to build more guns so in the end mission runs are the best self sustaining and least risky business if you don't mind the grind.
With 0.0 and WH ops, you can absolutely make more, but you are also more at risk and must spend a fortune of protection and infrastructure, so it's not all profit, you have maintenance costs.
My maintenance is minimal and my overhead trivial. My only fees are associated with manufacturing and insurance. Plus the LP points I earn further cover my costs because I can sell faction gear to market. So in the end, mission running is like mining except more profitable because rat bounties are fixed and not vulnerable to market whims plus with added LP bonuses.
Throw in PI and R&D agents for some passive income and you're a billionaire in about 1 month or less.

Yeah I must be doing it rong too because running lvl4 missions in a t2 fitted cnr with not too shabby skills does not even get me close to the 100 mil per hour some people claim, more like 25, 30 tops in bounties + reward (0.5 systems, good quality agents, relevant connection skills at 4). There's the loot + salvage but to retrieve and sell it probably makes the curve go down rather then up. But hey, I must be doing it all rong.
