I can't speak for Ariel's Kronos fit, but mine looks like this.
Highs x4 425mm T2 x2 Savlager x1 Tractor Beam
Mids x2 Cap Recharger T2 or x1 ABT2 and x1 Cap Recharger T2 if I have to move at all. x2 Tracking Computer T2 (tracking script for sub 40km targets, tracking and optimal beyond 40km)
Lows x1 Large Amarr Navy Repper x3 Fed Navy Mag Stab x3 Hardeners T2
Drones x5 Light, x5 Med
Rigs x1 CCC x1 Large Hybrid Collision Accelerator
This is an incredibly lazy ship to fly and unless I have to move in a mission DS, i.e. fly towards a gate or fly towards a mission objective, I don't move. I don't have to. Faction AM ammo smacks into everything quite happily within 45km if I'm running one optimal and one tracking script. Closer range I'll switch to two tracking scripts. For targets beyond 45km I'll switch to faction Uranium ammo and for anything beyond 65km, I'll use Thorium, which is good all the way out to max lock. As a rule, I try not to pop anything potentially worth salvaging outside of 40km range, but I'm not wedded to that. Sometimes I might trundle towards something out of tractor range while pewing other targets.
Drones are used....sometimes. Unless anything starts in sufficiently close range for them to be worth deploying, there usually isn't much point. I suppose I could swap out the salvage gear for drone link augmentors, but thats a bit like work and I'd have to dual box to salvage on the fly.
It isn't a terribly dynamic ship or fitting to fly, but it works.

You've confused actual health with effective health. The Vindicator has higher actual health (shield, armor, structure) which is great for PvP and means diddly squat for PvE. The Kronos has higher resists than the Vindi and an armor repair bonus. The Kronos runs a more effective tank than the Vindi for PvE.
The main advantages the Vindi has for PvE are that it looks better and has slightly higher drone bandwidth.

I've seen some very tasty looking shield tanked Vindi fits (usually followed by endless ill informed QQ from people saying it "should" be armor tanked) and wouldn't mind trying one myself.

Yes, because turning your main guns onto frigs at close range is waaay more efficient than having drones do it while your main guns are pew pewing the larger ships.
