only thing i fear with my eagle are ships that are dealing EM damage, like the apoc or gankageddon.
because i only have 50% with 1 hardener and 69% vs EM with 2 hardeners.
btw: raven i fear always 
but i dont have to fear thermal/kinetic damage dealers with the eagle, because its allready very well tanked vs that 
beside that my L tech II shield booster gives 300hp/4sec and 390hp/4sec with shieldboost amp , i can run it forever.
eagle is a great ship but many underestimate it.
damage is also fine , i can take 1M elders and 1,5M commodore rats with it down quite easy , it can handle triple bs gallente rats spawn + intys.
i use 250mm tech II rails on it and have perfect hits over 400 with antimatter
mostly i use uranium ammo ,then i hit between 5-80km.
best pvp kill i did till now with my eagle was taking the scorp down from zarquon beeblebrox in 4C ( outer ring )
buy an eagle and drive that ship urself , u will notice that many underestimate the eagle coz of its birdy looks

with decent cap skills and some good modules ( PDU2 , eutetic cap rech or cap rech II in combo with med cap battery II then its np to keep it running )
and to answer that question how i took zarq her scorp down in 4C its like this ...
it was a small gang vs gang fight in 4C
they had only bs and no tacklers , our group had a heavy beating, they overwhelmed us with firepower.
many from our gang leaved the field only 2 of us left , they locked and started to screw my m8 his bs .
so meanwhile i opened fire with all i had on that scorp.
i took the scorp down then it was time to leave because some of them noticed that it was not a moa and they wanted my skin
i completed my mission with taking that scorp down , then i retreated , they had no tacklers only bs so it was easy to leave the battlefield ,i took some hits but those high resistances gived me some time to escape , and saved my schip

but i wanted to show Arbenowskee my setup when i join a gang.
my eagle setup for joining a gang is mostly like this ...
HI:
-2x heavy arbalest launchers
-4x 250mm tech II rails
MED:
-1x L tech II shield booster
-1x photon scattering field ( 50% vs EM )
-1x shieldboost amp ( or aditional em hardener )
-1x med capacitor battery tech II
-1x cap rech II or eutetic cap rech is also fine
LOW:
-4x PDU tech II
this is my pvp setup when i join a gang
u probably notice that i dont use ab or mwd.
( mwd screws ur cap and shield , and we cant afford that in battle right ? )
with the use of instas and keeping up with ur gang , then u dont really need mwd or ab.
if u like to use mwd or ab , then replace the EM hardener or shieldboost amp with mwd or ab.
i tryed tech II neutron blasters on the eagle and with uranium u can hit up to 15km distance.
i filled them with the useless iron ammo and i could hit at 20km with my blasters
i have now 90% optimal range ship bonus + 20% aditional from my skills wich gives me a nice 110% to optimal range
im flying my eagle for 3months now , and still much things to discover .
