I do think both the Caldari and Minmatar ones got shafted. The Vagabond doesn't do enough damage to justify its pitiful tank, and the Muninn doesn't tank good at all which seems to be its apparent use as well as a heavy gunboat.
The Eagle tanks pretty good and has its use as a long range sniper, thats all good, but the Cerberus ... I dunno. It seems better off than the Vagabond since it can tank better but its certainly not up to par with the amarr or gallente ones.

Its the fact that the elite cruisers ALL got their cap recharge dropped to 268 seconds.
The problem with that is the tech 1 ones had higher cap recharge times for higher capacitor batteries. IE a stabber recharged faster than a Thorax because the Thorax had a bigger cap to begin with. This was pretty balanced.
The devs screwed it all up by dropping the elites down to a fixed number, rather than making it percentage-based. So a ship like a sacrilege who had its recharge time dropped by an insane amount plus got extra cap is absolutely crazy cap-wise.
The ones that are better off were the ones with bigger cap to begin with, IE the Thorax, Omen, Maller, and Moa. So all the other ones got screwed, because they didnt have big cap.
The solution would be to restore all cap recharge times to the ones from the base hulls, and then reduce them again, by a certain percentage. This would mean that the ships with crap cap would be better off, but they'd still not recharge as much cap/sec as the others.
If the Maller recharges slower than a Caracal, why does the sacrilege recharge just as fast as a Cerberus?

No, I think you deserve a 'GG'.
Why should the amarr ones get a bigger recharge-time reduction than the ones with crappy cap? Thats nonsense.
And please, if you think the sacrilege sucks then you don't deserve to play EVE. Damage isnt everything. Have you ever tried to use it as a tackler?

Cap recharge needs to be lowered on Cerberus, Vagabond and Ishtar. Actually screw the ishtar, that ship is insane, and it even has 10 mid/lows unlike all the others with 9 and the Muninn with 8.

Eagle CAN tank like hell though, its the best tank apart from the Sacrilege.

Only for one with long range guns, though. And as I said, the eagle is a mean tank, so it can take whatever most long-range setups can dish out. Since its long range it doesn't have to deal with raven torp-spam that kills everything else, either. I think the eagle is pretty damn good for a super-long range cruiser. It needs to bring a friend close-range to warp scramble and such, but thats how it is with any long range ship.
That said, I wouldn't get one. Its probably a great support ship but I'd rather get in close and slam my enemies to death. But its definitely better off than the cerberus...

Minnie ones are great against amarr, but not much else really.
I'm sticking to my belief that the Ishtar is way overpowered, the Deimos is overpowered, the caldari ones need their tech 2 missiles and stuff, cerberus needs a 6th med and the Vagabond needs a 5th medslot.
That way all the modified tier 2's will have 10 mid+lows, while the rest will have 9 except the muninn with 8.

Likewise, the Deimos is far better of a tank.
by the way, a 425mm II does 22 dps on a muninn with only the ship bonuses, Heavy Ion II does 28 dps. Don't say you can't fit heavy ions, you can if you dont have a tank, and you can't tank with 425s on a muninn either. You'll tank alot worse than a deimos anyway.
Don't give me the crap about the guns using cap. Deimos has an insane amount of cap recharge, and it uses armor tanking which is miles better than shield tanking except for battleships, where there is no x-large repairer.

Its more of the difference between the Deimos and, say, a Cerberus or Vagabond.
