I just saw someone in the new devblog thread going on about how unfair it is that highsec dwellers don't ever get to use capships, and it occured to me, hes right!
I for one am totally in favor of wardeccers being able to stationcamp highsec wartargets with supercaps, and being able to hotdrop mission runners in their tasty .8 and .9 sec missions, just like we get hotdropped trying to make some isk out in 0.0 from time to time.
But wait, you say, its not fair because there is nothing you can do about that neutral cyno ship in your mission because you will get concorded? Just wait and deal with the carrier when it comes in, your mission boat is probably worth more, after all!
TL;DR: Carebears want highsec caps, lets give them to them, and make them not merely tools for pvp, but also for massive highsec pve! 
PS, I have never had such a goood excuse to use the :twisted: smiley before, awesome

That's so wrong capital ships are allowed in hi-sec, just need to buy them to chribba
altought i swear there is not enough veldspar in EVE to buy the veldnaught

Give mission runners in high sec carriers. Also make anyone in a carrier a valid target to attack without concorde retribution. I'd support that.

Breaking the game so some cowards can play with the big boys toys in safety is a great idea.
How about you already can fly Caps, you just have to get out of that pre-school area of space you love so much.

Make cynos trigger concord aggro, and that'd be something. Although, I really don't think we want to see JFs jumping straight from dodixie to jita.
But yeah, OP is trolling a group of people that only exist in NPC rookie corps.  Everyone more than a month old knows how stupid it would be to allow regular caps in highsec, and that's why the idea never comes up in GD.

capitals ships are allowed in high-sec (as long as you do not use them in combat).
just jumping them into high-sec is not allowed.

Also, building them, or using gates anywhere... Which means they are effectively not allowed in high sec

Selling or transferring them isn't allowed either. Or using them for anything that gives you an edge over other players. So what can they do? Mine. That's about it.

Capital - Large warships, uppercase letters, money/resources, and the government seat in a region.
Capitol - The building where legislation is discussed, which is oddly enough usually in the Capital.

I would like to fly a carrier in high sec in safety.
I have a RL unlike many of the nullsec uber warriors that are 13 yr old boys with spots and no gf or job that requires that you are unable to sit for hours on end devoted to a pc screen. Needing to be on hand for my children means that I cant go to low or nullsec to delight in flying caps, yet I pay my money as much as the next person....in fact, the likelihood is that while I, a professional wage slave, actually pay for this game, the same uber 13yo probably only ever pays for the game in plex or isk, so i actually deserve it more than they do!
Anyway, +1 to the high sec carrier/caps voters....save supercaps for low/nullsec.
Gotta go now....RL calls!
