It's a sad commentary in and of itself but I suspect that the new Motsu will be Motsu.
When Motsu was still growing (I remember the days when 60 people in local there was busy) there was an agent in Aramachi, two jumps away, who despite being lower quality paid slightly better due to the system's 0.5 security status.
Despite this Aramachi was always quieter than Motsu.
I suspect that, while some will do their research and leave, most of the residents (or denizens) will remain in Motsu simply because it's Motsu. Some will remain attached to it due to high personal standings from the agents there, because of the size of the market, the proximity of Jita...
Many will even think it's improved because it'll get a bit quieter and fewer ninja salvagers invade their missions.

The reason why I say Umokka is while it is a 0.6 sec vs 0.5 for the others it lies at the end of a long constellation so it is impossible to be sent anywhere but high-sec, it is only a few jumps from Jita, there are a multitude of overlapping buy orders so you don't even have to leave the system to sell loot. Not to mention the 130,000 npc kills/24h between Umokka and Ruvas the next system over.
Spend some time in Umokka. CNRs flock there like birds nesting.

The Cladari Navy has one of the worst LP stores for Caldari. Find the best one and that should be where everyone flocks to.
... and now that you can't see my standings, I can tell you that I have the best Caldari agent. Muhahaha!

* Uuhulanen - Black Rise
* Oisio - The Citadel
* Eitu - The Citadel
Of the three, Uuhulanen is the furthest from lowsec.
There are 4 systems with 0.6 sec and level 4 Caldari Navy Agents:
* Umokka - Lonetrek
* Inoue - The Citadel
* Ichoriya - Black Rise (2 agents)
* Venilen - The Citadel
I would like to add to this just a bit. Ichoriya has 2 level 4 agents, and boasts an active and well-stocked market hub. Samanuni 2 jumps away has 3 level 3 CN agents, and a level 2 agent, and Uuhu has a level 1, level 4, and storyline agent. So the entire spectrum of Caldari Navy agents can be utilized in one constellation, all within 3 jumps of each other. There is also a Caldari War Academy station (skillbooks) in Onnamon, right between Uuhu and Lonetrek region. If you are the adventuresome type and have a gang, there is the level 5 agent in Hallanen losec system, as well as some more level 4s strewn about.
Aokinen constellation has 3 exits to losec with Kinnaka, Ikoskio, and Akidagi. All of these can be used to get to the same places in losec. Only Onnamon goes into other hisec space.
I used to use the Q18 agent in Ichoriya regularly, and NEVER got sent to losec. Only the storyline agent ever asked me to go to losec, and that was always a courier mission. (Like I'm gonna risk my faction standings by running an industrial through a losec entrance gate.)

In addition to those other systems already cited, Keberz (0.5 Khanid Kingdom) jumps to HED-GP (0.0 Catch). There's an outpost in HED-GP, but the nearest station to Keberz is 3 jumps away in Agil.
For Providence there's also KBP7-G (0.0) bordering Dital (HighSec). While Dital itself has no stations, it's surrounded by Choonka, Dirha and Esescama, all with stations and Esescama being a little hub.

Agent and corp standings tab on the info-screen for other players got removed.
