Is the boost chain correctly set up and functioning? Were every in the same system? Did the right people have the right leadership skills? Was the right person (you) assigned as the booster?
As for the percentageà you can look up some of the information at the bottom of the gang assist modules page.
All links (or almost all at least ù can't think of any exception off the top of my head) give you a base 2% bonus. This percentage is multiplied by your [Type] Warfare Specialist level ù at lvl I, it's still only 2%; at lvl V, it's 10%.
If you have the Warfare Link Specialist skill, it increases the bonus by 10% per level. Note that it is percent, not percentage points, so you don't simply add them all together, but use them to modify the base bonus value. At lvl I, you get a 10% bonus so that base 2% becomes 2.2%; at lvl V, you get 50% bonus, so that base 2% becomes 3%. Combine the Warfare Specialist V and the Link Specialist V bonuses, and you get 2% + 5 + 1.5 = 15%.
If you're in a fleet command ship, or some other ship that provides a leadership bonus, the same thing applies: at lvl I, you get a 3% bonus to the bonus if you're in a command ship, for instance (so the base 2% becomes 2.06%); at lvl V, you get a 15% bonus to the bonus (so the base 2% becomes 2.3%). Again, combined with the Warfare Specialist and Link Specialist skills, this starts to rack up: 2% (base) + 5 (lvl V Warfare specialist) + 1.5 (Link Specialist V) + 1.15 (Command Ship V) = 17.25%.
If you have the correct mindlink, you also get another flat 50% bonus to the bonus, applied in the same fashion: those 17.25% now become (17.25 + 1.5 =) 25.875%.
And finally, yes, if the attribute you're boosting is subject to stacking penalties, so will the leadership bonus be. Since most people fit hardeners, for instance, the resistance boosts will almost always be penalised in some way. In addition, you need to remember how resistances work in general: a 20% boost to your resists does not show up as a resist value that is 20 points higher ù it will all depend on what the resists were like before that final boost was applied.
