As a carebear how can I survive in lowsec?
I'm tired of losing ships in lowsec doing missions. I understand that losing ships is part of the life cycle but it would be nice if I had a chance of surviving an encounter.

Learn to d-scan, and if your ship requires it, scout. The main problem however is there is no advantage to running missions in low sec.
Also, back in 2006 when I was a noob, I thought I would make mega space bux missioning in my Domi. I actually survived for about 2 weeks when you warped to gates at 15. Thought I was awesome for avoiding pirates camping the station only to get my ass handed to me when they followed me to the gate
Nowadays I think the survival expectancy would be more like a couple of hours (unless you scout and watch local and the scanner). ~~~

Well ... in low sec and null sec people can blow you up without Concord interference. No matter what you do this is always true so what you are really asking is "How do I minimize the odds of getting blown up?"
All of the following is both common sense and common knowledge as far as I know - however, the simplest answer to your question is "Mission in high sec if you want to lose ships less often." If that is not what you are looking for ...
Here are some suggestions:
1) Mitigation - - always watch local - run missions in quiet systems - have undock bookmarks and 200km off gate bookmarks for any stations or gates you use - if neutrals enter the system consider docking or going to a safe spot and cloaking - run missions with a PVP fitted ship (Cynabal or Tengu might be good choices but need good skills) - run missions with a ship fitted so that can't be probed down (mostly I have seen Tengu fits for this)
However, no matter what you do - you can still be caught on the other side of a gate unless you can either cloak or align and warp before you can be tackled. The only way to mitigate this is with a scout (ideally a cloaky one) watching your out gate or good local intel.
2) Allies - consider joining a lowsec corp - ideally one that does both missions and PVP. If you want to play in lowsec you need to learn to defend yourself so PVP is a very useful skill to have. In addition, if your corp operates near a mission running hub you will have corp mates watching, local intel channels, corp teamspeak and other comm channels, and possible alliance or allied corps which are both watching and available to assist in case you are attacked. - if you are making enough ISK then consider PLEXing a second account to act as scout if you don't like the corporation idea (or do both). - if you know some other people doing low sec mission running then form a corp for that purpose - at least you might be able to watch each others backs and share intel if you are operating out of the same hub.
3) Payoffs and Protection - some local pirate corps might take protection money to either not engage you or to protect you ... I wouldn't bet on it and you'd have to come up with a payment scheme acceptable to both sides but pirates sometimes consider ransom as an alternative to blowing up your ship. Others take your ransom and blow you up anyway. This would depend on how much ISK you are making and what your ship is worth to determine whether it would be worthwhile.
Finally, since you are a "carebear" who doesn't mind losing ships ... PVP might be something you'd enjoy since the primary requirement is to "not mind losing ships" :) ... in any case, the only way to "survive an encounter" is to fit your ship appropriately to fight back and have enough intel on your opponent to decide whether to hide or fight back.

Best bet is to get agents that are NOT within a jump from losec. They are more likely not to send you into a hot zone.
but if you must:
Lo Sec pirates aren't stupid. They make their homes where Agents are best so expect well trained hunters in those waters. Out-smarting them might make the game more exciting if you're into it - sounds like you are not.
- Scout is essential for moving through gates, preferably from outside your corp to lower suspicions.
- Scout as a spy - keep an eye on pirates of station if they launch probes you'll know if you follow them and are on the same grid (240k away I think). They usually go to the sun or a planet - some launch them outside the stations...
- Make sure you have PROBES on your overviews (both you an alt)
- Find a good system where pirates are asleep when you are most likely to mission. (Use DOTLAN.com, and learn who the locals are. See what they fly, when, and how many usually.)
- make various safe bookmarks so you can be alighted at all times - try to spread them around so you can always be pointed to one. keep your speed at 75% you will instantly warp when they drop in.
Have your alt (scan ready) so you can find a wormhole if you need a way out. Depends on how aggressive they are at camping you in. Could make things worse, but worse is sometimes more fun.
Basically you get intel to avoid them, and be half way to your getaway if they come.
In 0.0 it's not pirates it's Sov holders and they are less likely to hunt for you but 0.0 can go from total silence to mayhem in seconds.... but you were asking about losec.

I live and mission in low sec. So pleae accept my advice on it. If you do not have a very strong presence and people to back you up stay out of low sec. The mission rewards are nothing all that great and the rsik is unacceptable. If your intrested in low sec get some combat skills and find a corp fly around in a cruiser or a frig. Be running at least lvl3s and have a good backup of money. Once you find the dominate group out there call them out challange them to a 1v1 and see how it goes.

I agree with the above statement care-bears aren't in low sec its either null-bears or high-bears but a care-bear going into low sec is like Erkle going to a meeting for gay members of the K K K. Both defiantly feel out of place and both are sore after alls said and done.

Or you could learn to pee vee pee.
I'm not suggesting you suddenly become a pirate (although that would be very awesome, if done right), but learning to pvp would do two things for you.
First, it would give you the ability to defend yourself when you are attacked. Always a useful trick for anyone who does not want to exist only through the benevolence or incompetence of others.
Second, it will give you a much better understanding of how your enemy works. Understanding the tools he uses will also give you a much better idea how to defeat them.
As a side effect, you'll also probably enjoy yourself more.
Oh, and as an afterthought, you might consider checking out my blog. I am a pirate, and reading my blog (and the blogs in my blog list) will probably give you an insight into how we actually operate.
