These items are the foundation of any newbies life in Eve-Online. These items is what is possible for newbies when all other things require more skills.
These items are at the same time those that lack blueprints, they are undersupplied and overpriced.
I would say that currently it is a very pressing issue and it makes it hard for new players to try the game out, trust me I'v tried with helping them sort fittings but modules simply are not there and I am unable to build them.
Would the item be sold, its overpriced so badly that sometimes the faction/t2 items are cheaper. ---

First of all, to buy the skills they need isk. to get isk they need basic fittings to pew pew some lowbie missions. You login a fresh char and try running lvl 1 missions with your velator with a civilian gun. ---

Those mods wouldn't be overpriced if you didn't had scum buying those in the entire region and selling them 10x.
There's not any sort of problem about the mob it's price or that you can't build it, the problem once again comes from the scum confortably installed in high sec and once again using any way possible to make some profit.
This is what high sec is about, majority of angry bit vet nerds doing everything by any meanings they can to turn your game experience in tears.
Quit high sec, join 0.0 NPC alliance, have fun get isk forget high sec pussies.
Anyone with the skills or friends needed can go to lowsec or 0.0. The targetgroup for CCP and for the rest of us is to expand the player base. eg; a person who started playing today will not be in 0.0 this afternoon, one reason is because he will be suspected of being an alt. other reasons as lack of skills, knowledge and friends are other reasons. ---

Thats all nice, but 1 single basic module can be as expensive as 30m Isk. The problem is lack of BPO's from which to produce these items, they allow high end players to toy with the market as they please to mess with the newbies and make some Isk.
Very simply solution would be for CCP to simply seed the BPO's of these items and the problem would be no more, there would most likely be plenty of noob items in the starter areas. Now the items you get are overpriced, if there are any at all. ---

Check your regional market, search for 'Basic' or 'Civilian' then check prices and amount of these items. Some are cheap and plentyfull while others are rare and **** expensive (more expensive then t2 or even faction sometimes).
I'm not saying its impossible to do the ground missions up as it is, what I am saying is that it would be easier and faster if there was modules you could use from the get go. ---
