Well i'm currently flying a Caracal. Which is doing just fine, no problems at all, never below 75% shields even on the big missions. I avoid the low sec mission(which i notice comes up when my agent standing hits 6.0 plus, so i drop it to 5.0 by denying the mission).
I'm about ready to move into L3 missions. Now I understand the Raven is the better ship. I have skills ready to fly a well outfitted drake and i have been playing with on the loadouts.
My questions is, is a Raven really worth it for L3's? Am I going to run into Ship Restriction problems? Or am I better off just parking it in a Drake and pumping out L3's?

I would recommend hopping in the Drake. Though the Raven is a "superior" ship to the Drake, it is overkill for L3s and could end up being more difficult to use. When doing these missions, you need to consider the ship types and sizes you will be fighting compared to what Ammo you will be firing. The Drake is a super sturdy ship with good DPS all things considered and will pretty much chew through any L3 they throw at you.
Secondly, you'll probably end up using that Drake for other things as well, given that it is a great ship to run sites/Incursions/Fleet Ops in when you are just learning.

I went from a Caracel in 2s to a Drake doing Lvl 3s. I can do every mission so far and I still am training to use T2 heavy launchers and drones. I plan on training for a Raven once I get a few more support skills and increase my DPS. Just pay attention to the damage type and fit proper missiles/resists.

Go Drake for Level 3s... There are tons of Cruisers and Frigates that is even hard for the Heavy Missiles to hit so you'll use a lot of Drones. A raven's Torps or Cruise missiles would be even worse for smaller ships.

Drake will be the ideal mission running ship for lv3's. Bring up your support skills and missile skills while you get ready for another ship (raven if you want to follow that route like most do). But if you feel up to it and get your drake skills decently high you can run lv4's in it, slowly. But it will still net you more income than lv3's, you can do this while working on your skills for the raven. Which I don't recomend you jump in till your halfway decent as a well skilled drake pilot is better than a badly skilled raven pilot.

Drake because it will still be useful when you move to lvl 4Ęs for the likes of Recon 3 of 3 and the one that you have to go to the warehouse, pick something up and hand in
When they become as easy as the lvl 2Ęs are for you now and you think you have the support skills for the Raven, try a few of the harder lvl 3Ęs in it to get used to the cap/shield management needed as itĘs a bit of a shock after the Drake. Then go for the lower end lvl 4Ęs and build confidence with the ship. As you build the isk with the huge step up in reward, aim for a CNR when you feel you have the hang of all the missions

I'm pretty sure that the environmental damage done is somehow related to the size of the ship, or perhaps the signature size. I've run this in tanked out cruisers more than once with no problems.
To the OP,
In general, this is how the mission and ship progression works:
Level 1 missions - Frigate Level 2 missions - Cruiser Level 3 missions - Battlecruiser Level 4 missions - Battleship
Of course there are exceptions, but this is the "in general" progression most people will see.
In conclusion, I'd like to reiterate much of the advice above: Get into a Drake for level 3s.

In general the above posters are right , what you should NEVER do is like my caldari mission runnner dd long time when i started playing eve , is to use a raven without the proper support skill, i did once and lost it 45 minutes after i bought one and faillfitted it it on a lvl 3 mission , harsh and expensive lesson Remember that the EVE survival guide is your best friend ---------------------------------------------- God knows everything but a true amarrian knows everything even better |

Really. I tried a tanky Caracal when still fairly new and it popped damn quick, although I may have been a bit blasT with the fit as it was so easy at lvl 3. Regardless, the Drake is the steady progression, so will have it for a definite can do ship

This is incorrect. Agent standings have nothing to do with where they send you. They key is finding an agent that isn't near low-sec, i.e. within 2 jumps. As long as they agent isn't near low-sec, he'll never send you to low-sec.

I believe that OP is saying that he is getting too many low sec missions and in order for him to stay in high sec he must decline more than one mission every 4 hours. This causes him to take a standing hit. Furthermore, because gaining standings is logarithmic, he is unable to progress past a particular standing.
While you are correct, Kilrayn, standings have no bearing on where an agent will send you, I don't think that the OP implied that this ever was the case.

Drake will do lvl 3's fine and passive tank setup will cope with 4's but its slow.
