Probably read it as 300 seconds. The : indicates minutes:seconds.
probably right Dorian...
3:00 = 180 sec 3:19 = 199 sec

Maximum skilled Hulk/Mackinaw with the -5% cycle time implant, T2 Ice Harvesters, and two T2 mining upgrade modules coupled with maximum skilled Rorqual booster in siege mode with mining foreman mind link implant and cycle time gang link running.
Mackinaw: - Cycle Time = 183.229 seconds - Blocks per Cycle = 4 - Blocks per Hour = 78.590
Hulk: - Cycle Time = 166.128 seconds - Blocks per Cycle = 3 - Blocks per Hour = 65.010
Conclusion: The Hulk will give better cycle times, but the Mackinaw gives a better hourly yield thanks to its role bonus doubling its harvester output at the cost of a 25% cycle duration penalty.
hm... looks like my calcs don't take siege mode into effect... time to re-work all the maths for stuff :) =========================
