 Not only have they never made such a promise, they have in fact actively made it as clear as they possibly can that DUST WILL influence nullsec sov. It's one of the game's selling points. It's sort of their primary objective.
 
 People criticize CCP for some really dumb ship sometimes, but this is about the worst I've ever seen. It's silly to accuse them of reneging on a promise they never actually made. It's just plain absurd to accuse them of reneging on a non-existent promise that is diametrically opposed to their stated intentions and game plan.

 Quick question.
 
 Each planet has multiple districts from my understanding. If a planet becomes "contested" by Dust514, so it's not 100% Amarr controlled, does it still apply the bonus/penalty for Victory points? Or is it broken down some other way?

I think thats unknown even by CCP at this point. They need to get the frame work battle tested on TQ. Game balance and answers to that question will come from the dust side of the house and they are keeping it very quite.

 The bonus is adjusted based on the percentage of districts owned by the faction.

 Dust will affect Sov.
 
 Dust will not, by itself, be able to flip Sov.
 
 As far as I remember, that's the /only/ thing they've said about it.
 
 You can ignore Dust freely. You'll be at a disadvantage, but that's life. People who don't ignore dust will be harder to flip, will flip other people more easily, and will have some form of Sov benefit in 'peace' time.(at least, that's what's public at the moment.)

 Planetary districts are future DUST514 battle zones, and impact Factional Warfare System Capture Status in a solar system.
 Each district owned by a particular Factional Warfare faction affects the number of Victory Points needed to move a Factional Warfare system into a vulnerable state.
 If a district owner is the same faction than the one controlling the Factional Warfare system, the number of Victory Points needed to put the solar system into vulnerable mode is increased
 If a district owner is the opposing faction than the one controlling the Factional Warfare system, the number of Victory Points needed to put the solar system into vulnerable mode is decreased
 Each temperate planet in Factional Warfare space contributes by 12.5% to the System Capture Status Victory Point pool, for a maximum of 50% Victory Points in Factional Warfare solar systems with four temperate planets.
 Until DUST514 is fully implemented on Tranquility, planetary districts have been set to belong to the NPC faction that traditionally owned the Factional Warfare solar system before players interference. Further information is available in this forum post.

 But seriously, they are at least doing something, I will admit I am disappointed that this will not be available for Xbox, but they have reasons for that. Dust will add a lot of new fetures for us up in space and will be quite fun IMO
 
 I also look forward to retribution, I love the idea of buying killrights, one thing I do want to ask from CCP is, how will DUST514 affect us people who live in wormholes, we will still have the lush and beautiful planets all for ourselves right? ^^

 I would like some useful fixes to the game too, there are plenty of small features that
 would make eve players life better, i will not write any here i guess there are plenty
 of petitions already.
 
 Anyway If you can only do graphics fixes, i would like to have an options for less light
 on sun and clouds, that are very disturbing at the moment, they probably look nice
 but try looking for 30 minutes at one when running a complex or camping a gate.
