While instas, highways and stuff are a big problem I also see a big problem in a lot of the modules.
They boost in 2 ways while i really think that a boost one way should be a penalty in another way.
Take for example tracking computers. Fit a tracking computer and you get better at long range (optimal increases) but you also get better at short range (tracking increases). Besides from the slot being used this is a no brainer. Sensor boosters are the same, both locking time AND range. This makes anyone fitted for long range fighting also a very fast locker.
I really think splitting up these modules would be good. Boost range on your gun, lose tracking, booste sensor speed, reduce range. Make fitting your ship an important decision, not a no-brainer for some modules.
Then there are also the alts. People log off so much because they have alts to fall back on. Camped in a system? simply log off and go do agent missions. Hostile fleet incoming and only 6 jumps out? Lets all log out and go mine in empire. Now i do realise removing the alts will not happen, although i would prefer it. But there is another option. You can not have 2 characters in space at the same time. You log out in space with your main? Fine, but then you cannot undock with your alts. Sure you can do some production and research, so ceo alts and production alts are not affected, but they cannot undock. This alone should reduce the frequency of logging out a lot i think, it also gives a slight penalty for logging out in deep space.
Thirdly more hp or better resistances. Give minmatarr ships really good resistances vs amarr, much better than they have now, same the other way round. So that picking the right targets becomes important in battles. With increased hp and resistances there will need to be a serious balancing for cap since battles will take longer.
Nerf some uber modules. People will not like this, but i use heavy nosferatus and i really think they are way overpowered. Maybe not against battleships but definitely against frigates. Maybe add tracking too? So that a bship nos misses frigs most of the time but a hit will its cap.
