It's safe to say that this option has been suspected  but it was not the case, it does not have to do with the server but with the network or something other then the server itself.
Well if its not **** then maybe someone decided to play quake instead :p

I finished a mission right before the 8th time it went down. I got a 3% ship velocity hardwire implant, which I put in. Now when it went up my implant is gone and the agent isn't available to me. What do I do?

Doing missions or mining during server instability is foolish in the extreme - the risk of losing your ship is high during problems like these... much better to go do some hanger clearing up or take some time off, than risk losing a ship unnecessarily...
This is a lesson we all learn - one way or another... it's better to learn it the cheap way - ie by listening to those who learned the hard way (ie losing ships).
