Since there is some confusion on the DT I felt I had to post why.
The EVE servers run on GMT all year round, but contrary to what people think, GMT doesn't have summer time.
So, the UK which has GMT during the winter is now in BST, which is GMT+1. CET with summer time is GMT+2 and EET with summer time is GMT+3.

I think you missed the point......
Eve runs on GMT all year round so the UI will display GMT all year round 
If it's easier for you, just think in terms of "Game time" or "Eve time"

How confusing, Eve time is 11:38 and my time is 13:38. At 2 am tonight the cloak is going one hour forward for me? So then there will be a 3 hour diffrence between my time in eve. There used to be a 1 hour diffrence 
On the other hand downtime used to be at noon for me so now its going to be at 9:00, which is sort of handy i guess. ---------------------------

How difficult can looking at a clock be???
Downtime is ALWAYS (and that means as long as there is EVE or mentioned otherwise by CCP!) between 10:00 and 11:00 hours INGAME TIME (or GMT time).
Now is that so difficult??? Login, check the timer and you know when its close to downtime.

Nice StarRanger. DT is, and have always been between 11:00 and 12:00 GMT ( also know as EVE-time, GaMe Time and so on )  Think your inner clock needs glasses.

Down time for me is between 6am-7am EST...ON the weekends I am still asleep. During the week well I leavc the house at 5:30am to get to work anyway so I dont care.

Lemme see if I can simplify this. GMT (Greenwich Mean Time), also known as UT (Universal Time) is the universal standard of times around the world. It does not spring ahead or fall back.
Most areas in the Northern Hemisphere change their time by an hour during the Summer. In America this is called Daylight Saving Time and it is called Summer Time by the rest of the world.
During the Summer, people who live in the Northern lattitudes of the Greenwich time zone switch to BST (British Summer Time). Even though the people who live in Greenwich are off by an hour during the Summer, the unmodified GMT is still used as the universal standard. Eve uses this universal standard, and thus will NOT be switching to Summer Time.
Downtime is always 1100 to 1200 GMT. During the Winter, the East Coast of America uses regular EST (Eastern Standard Time). EST is 5 hours behind GMT, so downtime is 600 to 700 EST. During the Summer, the East Coast uses EDT (Eastern Daylight Time), which is an hour ahead of regular EST. This means downtime is 700 to 800 EDT.
For those who live in the Greenwich time zone, downtime will be 1200 to 1300 BST during the Summer.
In short, if your area does not practice daylight saving time or summer time, then downtime will not change for you. If your area does spring ahead, downtime will change relative to the time that you're using.
One final note, the Southern Hemisphere has Summer around December and Winter around June. Thus, many areas in the Southern Hemisphere practice a form of Summer Time during their Summer, which is the opposite half of the year from the North. People in the Southern Hemisphere are falling back at this time of year while people in the North are springing ahead.

Thats the beauty of this whole thing, some people understand it already, some people got it from my explanation, some people got it from your explanation and some people will get it from other peoples explanations. 
It's the same thing every summer, and this is the third one. The more you explain the more you manage to confuse yourself really, so I'm just gonna go with my original explanation and let anyone else post their explanation if they want to.

When we change our clocks? the answer is.....
Daylight Saving Time begins for most of the United States at 2 a.m. on the first Sunday of April. Time reverts to standard time at 2 a.m. on the last Sunday of October. In the U.S., each time zone switches at a different time.
In the European Union, Summer Time begins and ends at 1 am Universal Time (Greenwich Mean Time). It starts the last Sunday in March, and ends the last Sunday in October. In the EU, all time zones change at the same moment.

BUT WHY are the servers having such trouble? This is why? Last night the server crashed from 12:00am my time to 2:30am my time. Without warning messages. Then at 3:00am the normal "Server goes down for daily maintanece" messages started and the market was unusable the whole time. When 4:00am (the time the server normally goes down, and the time the warning messages all announced it would go down) came, the server never went down. THen 5:00am came, then 6 7 8...and I went to sleep. The server had NEVER gone down but from 12:00am untill 8 hours later the markets never worked. And right now the markets dont work. And They have not worked when I haave been online since last night.
Are you saying this relates to some "Summer Time" the Brtish are having? Why?

I dont get why ppl r confused...
so downtime changed 1 hour in some place, and is the same in others? (due to local changes, not EVE changes).... why is that so confusing?

lmao, you use the clock on your wall if you live in a BST timezone :) The EVE ui clock shows GMT for a good reason;
- It shows when downtimes will come, they always come at 1200 GMT. - It lets people in disparate timezones arrange meeting times easily without needing to mess with timezone translations. They just agree on an EVE time to meet up. - It would be pointless having a UI clock that showed you your current system time, you already have the Windows system bar time, as well as any clocks you might have around your house.

Its always the Brits moaning aswell to be fair, it happened last year aswell.
The UK moves to a different timezone (BST), GMT doesnt change. Eve time = GMT. End of.
PS Im British btw before some Daily Mail reading asshat gets on his high horse about the UK inventing time and the universe as we know it.

As far as I rememmber was to allow more day light to bring the harvest in for farmers in 1908. So if you want to blame them! It's now all tied up with Euro Directives and Brussels crap so all that is probably out the window now.
But if we changed Eve Time to follow an out dated rule then it would cause just more problems for the rest of the world than it would solve just for Europe. It's a pain and DT being at 12noon - 1pm for me screws my head but hey I've bigger problems to try and solve.

Just make sure you don't put it in Paris, Texas.
Because then people might be tempted to call it PMT.
Anyway, I don't see why Eve should have summer time - there are no seasons (as we know them) in space.
