Many people have complained about the fact that the bounty system in Eve is not intuitive û i.e., you cannot legally kill a target with a bounty in Empire unless his security status is under û5. While I like your solution of allowing open season in unpatrolled (0.1 to 0.4) space, I do not see the need for licensing bounty hunters. I am against anything that limits the number of hunters. Targets should not be able to predict who will hunt them. The dagger should as easily come from a pirate ôfriendö as a paladin enemy.
With regard to limiting the bounty payouts by security status and cost of ship, I would define that a little more along the lines of the proposals developed in a separate thread. (See Bounty Reform - Chapt 3: Solutions.) It is important that the target has no incentive to collect his own bounty, so the proposal in that thread was to limit the bounty payout to the value of the targetÆs destroyed property (whatever that may be, including his ship, clone, modules, cargo, etc.). The targetÆs ship insurance has to be deducted from the payout, to again insure against the target profiting from his own bounty.
Including all the destroyed property of the target in the payout limit allows for larger payouts, making hunting more worthwhile. While the payout on a particular kill would be limited by the value of the destroyed property, the size of the targetÆs total bounty (the bounty ôpotö so to speak) would not. Whatever was not paid out from the targetÆs total bounty on one kill would be left over for payment to the next hunter to kill the target.
A targetÆs security status has no isk ôvalueö, so I would not increase the bounty payout beyond the value of the destroyed property for low security status. Otherwise, you risk the target making a profit on his own ôebilö deeds. However, if the targetÆs security status were high, it would be reasonable to decrease the payout somehow.
Similar proposals were made in the Solutions thread to limit how high the total bounty (as opposed to the payout) could go, based on the targetÆs security status. Other proposals were made to allow targets with high security status to reform from ôebilö and eliminate or suspend their bounties.
