As it's probably been said, some skills are required at 5 as prerequisites for higher skills.
Others are important because they get you over a threshold: one extra drone, being able to jump that extra LY distance to actually reach the next safe spot, being able to fit your last gun in or T2 armor instead of T1, etc. You'll see this a lot as you try the bigger ships, CCP is shrewd and has balanced the ships to take into account trained skills (not untrained). You may have 8 weapon slots, but you won't be able to fit 8 weapons unless you have the skills.
Finally, if you're flying an expensive multi-billion ISK ship like a carrier, you want every last bit of performance (or ability to escape) out of your skills for it.
EDIT: If you feel like your ship sucks at something, skills may be the issue, but always try different fittings first. Maybe you can cram in extra powergrid modules and then use up that grid for bigger guns. Maybe a slightly faster afterburner. A different way to recharge your capacitor. Etc. Usually (not always), modules have bigger effects than that last skill point.
And instead of waiting for skills and being frustrated, you can always play with the Eve Fitting Tool or with your ship and modules in-game, see if you can get it to improve without the skills. |

If you fly it regularly, LEVEL 4 is a must have for all relevant skills. Never fly less than L4 with anything you fly often.
If you want to become the best at something then learn L5's.
It's as simple as it gets. It's a matter of what you want.
There are few skills where the L5 doesn't make a difference. Most skills L5 is a world apart.

OP, just play the game and try having fun, you are overthinking it :P "That's okay it annoys me when people pile on new definitions to the word sandbox every time CCP does something they don't like." - Alara IonStorm GD is where 60% of threads make you dumber and 10% which provide you with entertainment, the remaining 30% is a mix of both. |

Train L5 when you want to play another game or during and after an expansion. That said, Yo N00bs listen up! Next month expansion is going to be a sht storm of game breaking code wonder fcks and mad scramble mini-patches lasting a few little weeks. So don't forget to do some L5 skills and take a break. Hopefully it wont be too bad and it will be a little week. If not, I will enjoy the tears that will flood the forum. bindairdundat |

Often in the sneaky places.
I was on Buckingham last night, messing with the Augoror and I put Ocih and Ioci in identical Augoror fits, they have identical Nav skills except Ioci has more just not related to the Augoror. When i got out in space, I linked their remote transfers and fired up the MWD and I kept seeing Ocih get way ahead of Ioci. I looked at the ships and with MWD Ocih had over 120 m/s over Ioci.
It took a good hr to figure it out. I tried other ships and in those they were the way they should be. Did a whole bunch of comparisons and finally I put it together.
Ocih has Armor Rigs 4. Ioci only has Armor Rigs 1
The Armor rigs penalty was enough to take 120 m/s of an MWD cruiser fit with base 1 requirement.
So yes, 4 and 5 make a difference. A pretty big one. |

Coming from someone who has been very active in the Incursion community where Logi is an essential fleet component. the difference from Logi IV to Logi V is immense, the skill takes forever but it is definitely worth it.
For scanning skillz all of them to 4 should be adequate except for Astrometrics V.... Train this skill so you can use Deep Space Probes and then use the method described on this link http://swiftandbitter.com/eve/dsp/ to selectively scan whatever it is you are looking for. It saves a crap load of time and you can see whats in the system on your first scan... A skill very worth V.
As mentioned by others, some level 5 skills make more of a difference than others but a lot of them make quite a big difference it just depends on what you decide you want to do in the game. ie. Battlecruisers V makes quite the difference in the tank of your Drake, a lot of skills from IV to V mean the difference of being able to fit your ship properly or not, Advanced weapon upgrades for example.
Look at it this way.... at least while its training to V you don't have to sit at work and think "****... did I remember to put the next skill in my queue?" Just set it and come back in a month!
TL:DR - Yes, that long V skill level is worth it in a lot of cases.

This. This is really priceless advice.
Whenever you're engrossed with something else - be that another game, good book, etc. - that's when you queue up those V skills. They get done, and you don't notice. Don't do it when actively playing the game, because it kills the sense of progression when you watch that bar crawl, day after day, for over a month.
