Whato!
I was told by a chum that there was an EVE character for sale on ebay with attributes in the 21 or 22 region except a couple (perception & willpower, I think) which were 25 & 26 respectively. Is this possible? And is there a maxium attribute value in this game?

1) Ebaying of chars is strictly against the eula.
2) yes, I have 25 Per and can go higher.

Maxed out learning skills id say, and mabye +4 implants
My percep is 24, thats with a +3 aug. if i max out and get a +5 it would be 27ish (depending on the rounding from learning 5).
having 20,22 is easily obtained with the advanced learning skills and a decent aug or five.

Yes its possible depending on the character attributes that you started with. My perception is 24 without implants and I have another level of advanced training. I think my Willpower is 17 with another level of advanced.
I'm dumber than a box of rocks though.

27 memory 26 intel 20 charisma & will and for god sake the mnost important attribute of eve is just at 19. well 18.?, i think. never the less i got a m8 with 29 or 28.? precep.

So the maximum attriubute level is your starting figure following character generation plus 10 from standard & advanced learning skills, plus whatever implants you may have fitted, plus a couple of extra points depending on rounding up from the learning skill of the same name?
On a (sort of) related point: how does the slot system work in respect of implants? I gather, for example, that perception implants are all inserted into a given slot number (& you can therefore only fit one therein at a time) but there are, what - 9 or 10 slots? How are these divided between hardwired skill implants and attribute implants?

Slots 1-5 are for attribute augmentations. Slots 6-10 are for hardwiring implants.

If you start with 4 in a stat, the max you can get without implants is 15.4 (10 points from lv5 advanced in that stat, and an extra 10% for learning lv5).

a hit it lucky with mine, didnt think id be playing for long when it first came out, so just hit the buttons by random.. got a nice 25 perception and 22 willpower...
could so easilly have been peesh though.

People with implansts are best prey they will pay 100 mil for not getting podded if you got no implants you are dangerous in EVE so dont go blind on it it only safes few days with the high level skills.

Why get attributes so high?
I understand that they affect training times but unless u intend to train a huge number of skills, what would be the point in getting them that high?
If you have your character "specialize" and only require the base skill set plus required number for the specialization, could you not work with a much lower attribute number and still be an effective character in your chosen specialty |

31 perception -> maxed learning, spacial awareness, clarity and a +5 perc implant, with a base perc of 13.
About 28 days to train a BS skill from IV ro V. :)

Large attributes are good. The only way to specialize is to be a mining/industry character cause when it comes to pvp you need all the skills. Sure if your guns hit hard thats great but if you need to be able to lock fast, lock farther, tanking, have enough cap to make huge AU warps in a Caldari interceptor, etc... (Not all about how hard your guns hit.)
When it comes to the pvp aspect you need all your attributes to balance out for the most effective training. But over all in the end your training times balance out if you are heavily based in one area or the other. I.E. You can train gunnery 5 in 4 days but takes 12 days to train engineering 5. Still takes 16 days to get both to lvl 5 where as a character that is more balanced it will take them only 8 days to train both, still 16 days.
Overall some people may train faster than others in some areas but everyone in the game trains at about the overall rate.

 Nice one.
I have perception 27 and willpower 24, adv learning in those to level 4 with +3 implants as well.

wil = 25 (+4 implant)
mem = 23 (+4 implant)
max out all learning skills apart from adv charisma V.
yet to get my hands on those +5 implants, there are just too many rich people running around in forums keep out bidding me on the auctions. 
I would say any player wish to play the game longer than 3 months should invest their 1st month or so in learning skills to get those attributes up. It seriously helps later on ingame with training other skills. I opt for a well balanced player, current SP at 27,739,646 increasing at 1.5million SP per month approx. I'm sure there are other players that has more SP than me, but i'm sure that i'm not too far down the ladder too

With a little over 1mil SP in learning, I have ..
Memory: 17 (Basic 5, Adv. 3)
Intelligence: 17 (Basic 5, Adv. 3)
Perception: 18 (Basic 5, Adv. 3, +1 Implant)
Willpower: ahem 12 (Basic 3)
Charisma: 8 :D (Basic 2)
Yeah, I know. Willpower.

i dont think anyone should start with any skill as low as 4. i started with intel at 7 and mem at 4, so it takes bloody ages to learn stuff. in the beginning, my perception was highest, at 13, but that still means the absolute max i can have it at is 27. so how come some people have willpower to 31?
i now have
Intelligence = 10
Perception = 16
Charisma = 10
Willpower = 10
Memory = 8 (with crap +1 implant)
