Seems to me that the web and warp scrambler are a waste of slots. If you can get close enough to use them, you're probably already dead since the ship is made of tinfoil. (the Helios has more hitpoints) The passive targeter also seems a bit questionable since the missle launch is going to alert somone that you're attacking if you're alone an you'll be the first target if you're in a group. Perhaps another sensor booster to drop your lock time or ECM modules if you know what you're facing.
I got one of these ships a while ago and I can't find a use for it. I NPC hunt a lot. It's cloaked speed is crap, it doesn't have enough powergrid to run cruise launchers and 150's, it doesn't have enough hitpoints to get within range of the 125's when fighting crusiers and it doesn't have enough speed to do quick hit & run attacks.
For what I do, missions, complex's, and NPC hunting any of my other ships can do a better job. (interceptors, assault frigates, helios, cruisers, BC,ect)

Lose the webber and warp disruptor. You dont wanna get that close. Slap on another sensor booster to decrease lock time (and thereby indirectly being less sensitive to the sensor recalibration time).
Personally I have had great success with a dampener on my Manticore as it enables you to restrict the locking range of targets, thereby increasing your chance to recloak after dropping your payload.
The passive targetter is actually very effective on these ships. They see you in overview, then have 3 seconds to notice the "fired upon" icon, then dont see you anymore and with a bit of luck, they will not know about the pretty but oh so deadly lights approaching them while you sit and laugh, cloaked.
For those who wonder: Yes. If you¦re cloaked, missiles continue on target.

look interesting... Looking for enemie when we are cloacked, uncloack prevent with ecm to be lock, lauch missilles et cloack again.
But we can't kill anything like this! It can be fun in a full SB gang but alone or with other ship i can't see when the SB can be usefull...

you can't turn it on? thats weird : ok first off all make sure it's online. Second : don't be near clouds,stations,... (<2000m)
Best is warp to a moon or planet , nothing there to block your cloak to make sure it works.

well ideally it would be : - You own a caldari SB - You fit it with 3 cruise and a cloak - You know where your target is (covert ops friend?) - You warp in reasonably close or very far away depending on your tactics - Launch 3x cruise and cloak (the 3 cruise would still hit the target even if you cloak midflight)

Both ships give far better results then active tanking and as a passive tank if you make a mistake and get hit once with a missile or 5+ you still have time to warp out with the new changes.
I am still playing around Covert op ships and the new changeÆs but right now I have 1365 shield hitpoints, EM and thermal hardeners and 18.75 HP regen. I can boost both regen and hitpoints more but I need time to play around with modules. That and the bombers are being changed so I am waiting for the changeÆs before trying things out. ThatÆs more for if you are in a group and have a friend doing EW, you might want to lower the hitpoints and fit some EW if your solo.

EDIT: I forgot to comment on your setup. ItÆs pretty good, but I would scarp the 2 turrets as I find most of the time your outside turret range, now with the free powergrid and CPU boost your hitpoints a bit.

A fastlock battleship will take you out in one volley. Any fight on a smaller scale, not involving battleships, will have you as the first target regardless.
If there's any tactic that even barely worth using, it's using a passive targeter to avoid an autolock. With sensor boosters, you can fire a volley and cloak before an enemy notices. We used this tactic in CA, as many tacker alts would try to conserve MWD usage with low cap skills, thus never knowing when to use it when our raven pilots broke their locks or used F.o.F missiles.

With the new missiles changeÆs I believe it takes far more then 1 volley for a BS with BS size weapons to dint a bomber. I have not tested yet but I heard each missile only hits for 70 damage. With the bomber having 1000+ hitpoints and hardeners thatÆs over 14 missiles without taking into account regen a lot more then 14 with regen.

So your gonna use a 50/60/70 mil ship to hunt frigs? Why not just get a 'ceptor and be far more efficient and take out cruisers as well???? 
As for tanking a CovertOps, imo, if your seen in a CovertOps, your using it wrong. I'd rather use those slots for other things like Nano's or Cap stuff. Darwin 4tw

Complex raids are also fun. As for the 'ceptor I donÆt have the skills for one and it doesnÆt fit my play style. DonÆt bombers with the upcomeing patch changeÆs do a lot more damage to cruisers then captors? Bombers now have a 2nd damage bonus. A bomber can now kill a lot of frigates in 1 volley. Even a captors has problems against the missiles.

1 x PCU II or PDU II 1 x CPU II (I need the low slots to run some of the above)
It's basically designed to decloak, passively lock, shoot, recloak without being attacked. The rate of fire is fairly irrelevant so no need for expensive launchers, you're unlikely to be hanging around long.
They don't last long in battle and you don't want to get too close to use the webber or scrambler.

its hit and Run But then Ideally Id ditch the Low slots on that Setup in favour of Overdrives These things are faster while cloaked so use it to the best advantage. Decloak, lock at 100 kms without notifying your target to a threat launch and Cloak again. With alot of you You could take out a Destroyer or maybe an industrial, But dont expect to kill anything larger. |

Well the Stealth bomber is completely useless now : cruise missles don't hit jack anymore and you can't launch and cloak anymore cause the missles will lose lock aswell.

this is untrue. cruise missile coming from a stealth bomber have 50m explosion radius and with skills hit frigs for max damage. 
the lock part sucks - though imagine it has more to do with preventing ravens to sit at 150km with a cloak and do the same thing. hopefully they will come up with a stealth bomber cloak module that allow for this tactic from that ship - as the DOT is as low as a T1 frig from these things, just very large alpha strike.  -- Thread Killer (attempting to train verbosity from 4 back down to 1) <END TRANSMISSION> |

Also, given that its raison d'etre is to fit and fire cruise missiles it is crazy that the caldari one can fit 3 launchers whereas the others are stuck with 2 - i am all for specilization but giving one race a 33% dmg bonus over the others is overegging it a bit.

With the explosion radius thing i can see this ship kinda being a support frig. In a small gate camp with other frigs ext the stealth bomber can sit uncloaked with 1-2 sensor boosters and a couple of target painters/dampeners ect. It can stay at a safe range while using target painters ect to light the target up and also give a nice initial burt of damage for quick battles. Also the cloak may help for setting upwarpin points ect maybe.
If i had to suggest a set-up it would be
HIGH:
2 cruise launchers what ever else can be fitted
MED: 1-2 sensor boosters dampener 1-2 target painters
LOW 1 micro Aux power core thingy 1 missile DMG mod
This should all fit with my skills.

The Passive targeter is Lock the player without knowing they are locked. There would be no point fitting an autotargetter as to the best of my knowledge the Range is only 50k. |

I'm going to throw out some ideas, despite the fact that I don't fly these...so sue me.
Highslots(aside from cruise): Smartbombs. properly timed SBs can take out missiles, instead of loading defenders. Personally, I'd go with explosive, or em/explosive. Also a decent drone defense. Nosferatu or cap neutralizers might also be decent 2nd choice.
Tracking disruptors: Defense against fastlockers. Give those BS guns some trouble hitting you while you send cruise missiles at them.
Sensor dampers: Great stuff here, gives you a few precious seconds to spam away. If you can keep your opponent from locking you, you can fade into cloak at will. Potent with an AB for keeping that range, or fleeing to it.
The OH**** combo. Omni ecm and ecm burst. For knife-fighting distance, hoping you can break your opponents lock so you can fade into cloak and run.
Overdrive nodes: seriously, everyone is chanting BCU, BCU, BCU..SBs have that nifty cloaked velocity bonus. Fit a couple overdrive nodes for a speed bonus of around +60, or +135 while cloaked. AKA [CG}SilverKnight of Deus Ex |

hi slots:2 cruise launcher1s, improved cloak2, 2 light electron blaster2s ( i had nothing to put on and they fit if i ever had to use them in combat i am probaly already dead tho). mid slots:1mn ab2, 2 sensorbooster2s, damp1 low slots:2 mapc1s
sensorboosters help you get the lock fast, damp helps them not lock you when you fire your missles then cloak. this ship is for using pack attacks not for solo pvp.

It's pure heresy to suggest this, I know, but you might consider flying a stealth bomber without the cloak. Since you can't cloak while the missiles are in flight anymore (if you want them to hit the target, anyway ... and you DO want them to hit, don't you?) you may not find yourself actually engaging it that much during battle.
Afterward, if you've won, there's no need to cloak, and if you've lost, you don't have a ship.
And yes, I know there will be times when you'll want the cloak ... I'm just saying it may not prove as useful as it seems at first glance.

You can cloak before the missiles hit their target, but only two seconds before. Otherwise they wink out of existance. And we all know how much two seconds can save you.

I have just got a BS - Nemesis and as u can imagine my excitement after all that training I tore the plastic off the seats and started to load it up on to find that I could only fit 2 x cruise missile Launchers and a Clocking techII. AHG 
What have i done wrong? Why can i not fit anything, pls can someone help me.

I do find it odd that a SB has a recalibration time, makes SB pointless and very unstealthy.
I can only fit 2 X cruise missile Launchers and a Clocking device. Then I have no power to fit anything else!! Can anyone help?

Same experience here, i suppose i should have browsed the forums first...
The General impression i get is that the Nemesis is no use as a SB (anymore) and the Helios has very limited capabilities... Extremely dissapointing after (for me) spending a lot of isk, not to mention the waste of SP. - I couldn't warp when cloaked. Is this just a feature of the CovOps frig and not available to the SB? I'm using the prototype cloaker tho. Would using the Tech2 device be any better?
- I noticed that I could activate my ab fitted as I was uncloaked without trouble. Is this the implementation of the 'other' SB thread in here?
- Should I take it back and ask for a refund? 
- Can I uncloak, fire, cloak without missiles disappearing prematurely before they hit the target? This seems to be unclear from the general conversation.
I'll of course keep playing and try to answer my own questions but it'd be nice to get some commentary from those more experienced in these nerfedmobile...

This only works with the Covert ops Cloak, which only works on the actual Covert ops frig.

No. Even after the change you will need about 30 seconds till you can recloak again. And if you recloak, all missiles still in flight lose lock and will miss the target.

I cannot fit launchers I do not see why? I have weapons upgrade lvl4 but once a T2 cloak fitted I get 1 cruise launcher only.

It might just be me, but I've noticed that everyone is saying put rails on this ship. Now, the rails we are all talking about are still pretty limited on range and even using them and max range, your still closer than you ever want to be.
Seeing as most people are saying decloak, lock as quickly as possible (mods to help), fire and cloak again, whats the point of fitting rails at all. If anything fit blasters. They use less power and are still pretty usefull when you get to that upclose and personal range, which you don't want to be in.

I play with this setup on my Nemesis:
(skils: electronics 5, weap up 4, engineering 5, Co-op 3)
Highslot: 2 'Limos' Cruiser Launcher I (86.4CPU/43.75PG) 1 Improved Cloaking Device II(60CPU/1PG)
Medslots: 2 ECM - Multispectral Jammer I (100CPU/2PG) ~CPU enough left for t2~ 1 Capacitor Recharger(6.4CPU/1PG) 1 Sensor Booster II(10CPU/1PG)
Lowslots: 1 Nanofiber(0CPU/0PG) 1 Micro Auxillary Power Core (15CPU/0PG)=+12.5PG (I chose MAPC since the 10% from RCU isnt worth the money and theres more than enough cpu for it)
Nemesis: 267.8 CPU / 287.5 CPU 48.75 PG / 56.25 PG
Whit all this stuff together you just warp to belt at 100km, target, cruise missiles, kill kill, next belt. The ECM is for the case that a pirate should suprice you and if you get enough EW skills you can fit t2s instead. this ship rox

Can they actually use the covert ops cloak post RMR ? If not, then while im sure I could still find a use for one, their usefullness is greatly diminished over what it could be.

Well I must be doing something extrmely wrong here! After al the weeks spent training the necessary skills to operate a stealth bomber, imagine my disappointment after spending nearly 30 mill on ship, cloak and cruise launchers etc only to discover that I cant even fit 2 cruise launchers!!! Even with 2x 10% pg upgrades I am unable to have both launchers online at the same time. So what am I doing wrong here?

Agree with the sentiments in this thread. Having bought a Covert Ops cloak to fit to my shiny new Hound, which is described as the next generation of covert ops ship, am hugely disappointed that its stealth capabilities are less than the first generation ship (ie: covert ops frigate). It is no better than any 'normal' ship fitted with the Improved Cloaking Device II.
Why not just fit the ICD II to a missile spamming cruiser or bs instead? Plenty of slots and power/cpu for passive targeters etc too....
Yup, I'm feeling cheated and mis-sold. Please add covert ops frig bonuses to this class of ship, so it can fulfil its promises!

That would be incorrect on all counts.
You move much, much quicker while cloaked than any other vessel in the game if your skills are decent. Also, you can uncloak and lock immediately. All other vessels have a significant delay. You only have to wait 5 seconds before you can recloak, which is a huge advantage.
The stealth bomber is an interesting ship to fly, not simply a matter of closing to your prefered range, dropping cloak and opening fire. It does require skill, and it does require understanding of what the ship can and cannot do.

Hm, I'm wondering to buy a nemesis or not, but starting to doubt it now, hearing about the missiles losing lock when recloaking. But my question is: Cant FOF missiles prevent this? Sorry for the noob question, I'm relatively new to this <)

Stealth Bombers in general are very good. Each has it's little quirks. I love my purifiers. Easy to fit, fast, tough, mean little bastard. You can one volley a t1 frig and 2 volley a destroyer or industrial (I know this for a fact!)
Manticore is slower and harder to fit but it has 3 launchers and gets it's full damage bonus up front. It's a big asset to a gatecamp i think having half a raven sitting there cloaked and ready to jump in.
Basically I'd say hop on the test server, buy a dozen bombers and play around with them in the free for all.
