How about you put local on a 5 min delay now so you don't have to run around in alts in order to get targets before they insta dock or just log.

You need to stay in a system for 5 minutes to appear on a local list?
Nice, but will never happen:) by the way with 5 minutes delay I can jump in, dock, load/unload, undock jump out and no1 will ever find out about it. At the same time you still need alts for recon since 5 minutes can be not enough. So it doesnt really solve the problem.
PS I personally would prefer to see local list as follows:
- You can see icons of "unknown char" instead of real icons, so you can see how many people are in the sytems but you don't know anything about them.
- If some1 talks his char icon is revealed, so people who are already in the system can access charinfo and its stays open untill you or that char leaves the system
- If you are in the same "grid" with a char his icon is revealed. Again stays open untill one of you leaves the system
Could you imagine? You see 5 ppl are in the system but you can't even say if they are same or on just left, one just entered. At the same time you wont spend 20 minutes searching through a system which was empty anyway.

I think it's crap, remove the pilots in space entirely and have your onboard computer relay info about there being say 7 other ship signatures registered in the system upon request.
With other scans and possibly bought information at a station or from a passing NPC.
This giving us all the info all the time is seriously fattening my mind and when my mind gets fat is doesn't dance too well...

I suppose you want the insta I can't be hurt button so I can run like a little school girl when an enemy enter systems.
News flash, they won't know you are there either without waiting five minutes and hence exposing themselves or search the belts and stations to find you or using a locater agent.
Local is just as bad as insta BMs and the only reason it isn't looked at is because it isn't causeing a Strain on the server like BMs are.
Also, like the previous poster said, scan the gates first. Espically with the impending removal of instas.

eg) u jump in system u dont know if anyones in the system, you use your scanner (which will have to change from the way it is now) you read 1 ships 40 AU's away, becasue your ship is not that good on computer power thats all it tells you, u need to get closer. you get within 4 AU's and you read its a caldair battleship (not what class still so far away but its got a big ass signiture).. you think to your self is this the guy am ment to be meeting?? you open a commuication channal and ask ( if he didnt know you were in the system he does now).. and luckly it is the guy u are ment to meet.
intrudce a new moduel like a scanner station which is always active or ahve it build into your computer and when your scanners pick something up within a range of like 3au's it warns you, but to do serches you have to interact with the new modual or interface
this would make it alot better than jumping in a system and looking to see if there are any little green dots on there piccy ( dunno about you but i put my enemys in buddlys list)
This would make it alot more intresting and realistic.
On the down side of this there wouldnt really be a local anymore... so i dont know. Its a fine line between its being a fun easy game and making it more into a simulator. Maybe there is a middle ground?

one problem with removing local is the lack of communication between players and thus the chance to meet new people.
Some of the best friends I've got in eve I met in local, and it;s also a great place to ask for help on a mission.
I think the idea of making local full of "unknown pilot" entries unless they speak would solve a lot of the problems, and setting it up so you need to grant permission before someone can add you to their address book (just like you have to accept a gang invite) would help make the afore mentioned option more useful. I.E no green dots in local to look for when you jump in.

All ship classes get a max range in which to scan with logistics getting the biggest and possible ability to do system wide scans. Anything that creates diversity is good.
