Since Redundancy is tight-lipped on the other "boosts" that are coming for starbases, I do think it would be nice to inform the playerbase of the changes concerning them. At the moment a starbase is the biggest target anyone can choose to put up in space so it would be fair to keep owners informed on what is going to happen in some detail.
Depending on how dreads are introduced, I'm expecting them to show up at starbases in the first weekend after the first few are built. So very little time to prepare (I know, that goes for attackers too).

actualy fueling a large Pos with full Heavy Water & Full liquid Ozone is : 41 496 m3 15 days of fuel is : 82 992m3
so if freighter are 1Millions m3 you can fuel a large POS for 24 week. So i hope they are NOT 1Millions m3, if it's that this mean 1 week of fuel for a large pos is 500 000 m3, equal 42 travel from empire to 0.0 with a 12 000 m3 hauleur (safety), equal if you are 20 jumps away from empire 1680 jumps (i count the return too ouf).
So i can safely assume, if i don't repack POS, that it's well 100 000m3 who make sense.
And good news, if you can have 4 of them, they may be little cheap ... or invulnerable.

NPC sovenerity: Just a few tought for that...
I was wondering around in Stain area lately due to the war, and wnet up into the NPC soverin regions... My jaws dropped... hell of a lot station stuff and agents are there... I tought HELL Fountain is tiny (spell?) compared to this... In FA we only have 5! system where are NPC stations. From now on, I just dont understand why everyone is pickin' on us... and complain about our NPC stations... 
About not being able to claim empire space: thx GOD! what more you want? A big green button what you push you get 10.000.000 isk every time ? Move to 0.0 if you want sovenerity!
Anyway, the 25% is still fine, but the 50% much much much better, just because the TIME involved to refuel the poss. (not mentioning the regular covoys from empire)
1.000.000 m3 cargo for the frights now that sounds good! Maybe it will be worth to buy ICE products in empire.

NPC sovereignity vs the amount of stations in the regions is out of whack in the first place.
Most regions are one big empty void of nothing interesting. Some other (*cough*Curse*cough*Stain*cough*) have countless stations, many systems with countless belts of goodies and loads of NPC agents. Ark one jump from an NPC station? Jeez....
Other regions (ie Geminate, Outer Ring) have nothing beyond Jaspet except in a few rare systems that are also way off and have 15+ jumps to the nearest station, yet they are claimed.
Simple question: will NWO change this? Or are Curse and Stain doomed to be the regions where the two alliances that can create the biggest blobs at any given time x live?

As for the other POS changes, I'm fairly certain you can check out the consumptions as well as output increases on Sisi.
And that, as they say, is all I have to say about that for the moment.

That is the real question. I would think if your corps standing to a NPC sovereignty is bad then that NPC would not allow the POS from your corp in thier space! --------------------------

That the lamest reason I have ever read. Communism is bad! We are not equal. Alliances should be super powers in this game. We should allow Alliances be game changers. Players should want to get sovereignty if they want to be game changers. Alliances are good small corps are fine but the little guy should know that they are nothing but ants!!!

I gotta agree. POS's are meant to be multiplayer objectives. If single players want to do it they have to pay a heavy price OR join a multiplayer institution such as an alliance. If a corporation wants to keep a "secret" base from their alliance, this should also be allowed but for a huge penalty. This allows alliance members to keep tabs of stations in their space, otherwise there is a penalty.
As for POS's in NPC space... the empires allow open piracy without hunting down members in 0.4 and lower... why not allow POS's to exsist... it's all 1/2 dozen of another. From Ashes to Ashes... From Dust to Dust....

All POS owners need some lovin thats for sure. But for Empire POS's, just reduce the fuel needs on towers or something. As for 0.0 ops, a 25% reduction and fixing the ice spawns in 0.0 space weould be better.
The POS industry is doing well considering, a 50% reduction will KILL the market since every idiot will drop a POS and sell ore dirt cheap because it will take only 30mins a day to fuel the damn thing.
Dont listen to people crying so much about POS's being hard to run, they SHOULD be. Your making 150-250M per week...owning your own space station...running your own refinery...WHY should that not require most of your time and effort?

Redundancy, the main problem I see with all this is that AGAIN Fountain is going to be overpowered.
All the advantages you say regions like Curse and Stain have are attributable to Fountain. Furthermore Fountain has High end Ore AND NPC stations.
Picture this: Fountains 5 core "sovreign systems" with NPC stations could effectively sealed off with 2 outposts, one on either side. You then have your own personal kingdom locked down with NPC STATIONS AND High end ore.
Compare Fountain to Curse and Stain:
Fountain: Direct access to empire space NPC stations AND High end ores Non Sovereign areas to be claimed.
Curse: 2 Regions away from Empire NPC Stations but no High End Ores Totally sovereign.
Stain: 2 Regions away from Empire NPC Stations but no High End Ores Totally sovereign.

I'm a bit disapointed hearing some of the details of how soverignty with be handled in NPC controlled 0.0. I was really hoping to see the Gallente run down to Fountain and blow the Serpentis stations up with the remaining Solteurs. Then they could set up those crappy gallente PCS that make you undock in one of the arms of the station. After that, since they were all on their horses already the Gallente could run down to Curse and do the same thing in retaliation for its residents supporting the theft of the Titan.
Oh man that would be a funny Event.

No it has not.
Great Wildlands has, and the regions surrounding curse have. But curse itself does not.
But its not relevant. Fountain region is inedeed the odd man out again. NPC stations and every conceivable good thing about a region is in it, yet unless nearly every other region with NPC stations it is not sovereign NPC factions space.

Stain and Curse have much much better ores, NPCs and stations than FA. Serpentis NPCs are medicore... Angels or Sahsnas drop much more expensive loots.
Go and practice trolling elsewhere. FA regions only advantage in the view of this thread, that there are non NPC claimed systems. But when I last checked the map there were such regions all over the place in evey section of the map.

Angels are widely agreed (including by the devs) to be the hardest pirates to fight. Anyone who hunts them regularly knows their loot sucks.
Name ANY other region of the game that has "most" of the following:
Next Door to Empire Space NPC Stations Factionless Space 10/10 Complex High End Ore
There arnt any other regions like that in the game.

Curse has no rare ores, the highest is hedbergite and hemorphite. Curse is a ****hole.
Stain has the very much under-rated Gneiss, and mining it in same system as a station when done properly is more profitable than Arkonor 2+ jumps away, due to zyd price. Stain has Gneiss pretty much everywhere. Fountain has arkonor, bistot and crokite. Unsure about Mercoxit, but wouldn't be surprised. Venal has mercoxit, bistot and crokite. Great Wildlands has Mercoxit, Arkonor and Bistot. Syndicate has crokite. Pure Blind has Crokite. Geminate has Crokite.
I think that covers it. Basically, contrary to popular belief - Curse is the worst NPC sovereign region in the game. --------

I know a system that has got 8 belts of crokite and it's right next to an empire system in 0.4 with a refining station.
