Ok, so it has been established that an EvE player can do orbital strikes on Dust planets. Dust planets can return fire at EvE ships in orbit. Fair enough, right?
So let's say one day you're in an unarmed hauler going to pick stuff from the local customs station when all of a sudden...
Yeah, not liking that idea.
I'd like to assume that CCP has mechanics already set to keep that from happening. I'd like to, but I won't, because we all know that no one in EvE loves tears more than CCP themselves.

Likely you would need to be over the district in question in order for dust to retaliate. So unless you like hanging out over sceneic vista's in a hauler carrying valuables, i think your safe. |

I'm in the Dust beta, I am under NDA so I can't tell you exactly how it works BUT I can tell you it doesn't work this way at all.
If you sniff around I think you will find out how it works exactly.
