I don't simply think anyone has the bandwidth and server power laying around to power a small shard. The back-end of this thing is apparently a weird shoe-string mess and if they ever sunset Eve, unless a database gets leaked/released I seriously doubt there will ever be an emulator, certainly not a full one.
There's the other issue of a small ponds worth of fish swimming in the ocean that is the eve map. |

If I wanted to play a solo game, I would play Civ or Roller Coaster Tycoon or Age of Empires.
I play EVE to work with others to build and achieve things as a group.
My guess is the point of the OP is that PVP against other players is what makes EVE fun. For him maybe. For me, it isn't about PVPing with others, but about building with others.. hundreds of others.
The PVPers get ships blown up. The industrialists mine resources and build ships for the PVPers.
It is a symbiotic, not adversarial relationship.

I'd consider playing it if the purpose of it was to test out your own design ideas. I'd definitely play it if I had the control to tweak the stats my way. Would be a nice way to demonstrate more clearly how a few of my design ideas really play out once all the calculation are done. The only way I could see this as a draw is if a somewhat large group of people wanted to try eve with a clean sheet of paper, and have control over who is allowed on the server. That is, no vets, unclaimed null, and so on. See what its like to start up on their own, form their own groups that can fight without all the old vets and alliances getting in the way.
