i have two suggestions: 1. Let the Rorq and JF keep their range. 2. Give the JF a ship hangar to carry fitted and rigged ships. this would be a big help to logistics pilots and improve operations in hard to reach areas (NPC Null).

first, i think removing the mining bonus from the industrial core altogether would go a long way to making these more usable in belts. just let them have the link bonus without going into siege mode. they don't have a combat role, so it makes litt...
