If they are not AFK and KIll you for flying unprepared for player on player "hellos" then that's a problem, but not with cloaking or AFK. As to do either the once cloaked guy has to uncloak and, this is the important thing, Be at his keyboard.
The only problem "AFK cloaking" brings to the game, is none ***** players have to read threads by pve's crying about there farms having wolfs in them.
Try living by the Unwritten Eve rules. Most though, Never undock not ready to defend yourself in space that was made to make people defend themselves. Don't ask about Italics, just tilt your head. |

- Deny the use of directional scan while cloaked. If an intel operation wants data they can put either the ship or probes out there for the world to see .. coverts don't care as they can warp around to get eyes on any point they want .. will just be more involved. - Increase re-calibration delay and extend the effect of it to include all modules fitted to a ship. There has to be a strong incentive to spend the time to train that last level, especially now that CCP is ready to launch "Cloaking for Dummies" by tweaking fittings downwards. |

oh my god. You alt tard, our fleet warped out before the enemy ship landed. Exaclty other ship could warp out, but mine didn't. I did the fleetwarp because i was the fleet commander and i gave to order to align too. But my ship not warped out. And no the NPC-s didn't scrambled me because no scram ship at Serpentis Forsaken hub!!!

Try with other alt. No, i aligned to safepos just like my friend too, my friend warped to safepos, my ship was not bumped, not scrambled, the ship didn't changed aligned point, just not warped out. And after 30 sec the cynabal landed on anomaly and scrambled me. And other thing i drove out the cynabal and he warped off in half srtucture, because i used on him two web and he couldn't keep out the distance from blaster range, but i still couldn't warp out when he escaped, no matter how i tried to warp out and his two friend came in to anomaly too.
One more thing 2 days ago, i was in a fleet op, the whole fleet got same bug, when we tried to warp out from the combat zone at low sec,.Just fixed after when the fleet commander logged out and back. |

Sorry but someone somewhere did something stupid. (it was probably you) If there really was a "bug" that prevented people from warping (and one that required you to re-log to fix) there would be a lot more QQ on the forums about it.

There is nothing broke about AFK cloaking, the only thing thats broke (if I had to point to something that is broke in regards to cloaking) is that there is literally nothing you can do about an AFK cloaker. If I were to suggest a solution to this, it would be making it possible to scan down a cloaked ship only under the conditions that you had all scanning skills to level 5 and the skills associated with the ship that is cloaked, after all it would only make sense that you should have to know something about a cloaked enemy vessel and how it operates in order to scan it down. So your skills would in a sense have to look like this.

Just came back with your RvB alt. Thats fine for you and me. The GM answer gave the truth for me, not your imagine, they saw what happened from log and gave back my ship. And no still didn't was there cloaker ship. Oh and please master teach me from EVE with your stats, what should i do. :D |

This is not bad idea, really. But you have a problem. When the cloaked ship moving somewhere (align/approach) you never wont be decloaking. |

Even so, I still would not mess with this too much. This is not bad idea, really. But you have a problem. When the cloaked ship moving somewhere (align/approach) you never wont be decloaking.
This is true, which is why I have often thought asuggesting making an EM field launcher like the Warp bubble that is specifically used to uncloak vessels within a 20km radius. |

But you dont know from him, he when AFK or not. He is potentionaly danger everytime, because he can come back from AFK anytime while you still dont see he is AFK or not. But you are no potentionaly danger for him, because you can't catch him, because the cloaked ship unscanable. That's why they can make economical damage, because they are always potential danger. |

I wouldn't be too mad about cloaking if it wasn't completely impossible to do anything about it.
I love that cloakers can be used for gathering intel, i love that they can be used for getting through systems without dying.
Jumping into a ratting system for example and warping to a safe and cloaking up and staying logged on for a week (logging in straight after downtime) is a bit of a joke.
People will say "yea if he's afk he can't do anything to you" however there is no way you can know that he is AFK and the threat of him being there and being able to hot drop you is more than enough to shut down any kind of activity in that system.
You don't have to fight, you don't even have to try and there is no risk involved. It

Actually suggesting that the problem begins with the pilot using AFK Cloaking tactics, ignores enough to be considered mislead.
I shall try to explain a few details that are usually glossed over crudely, but hold the truth.
AFK Cloaking: This is done in response to Local Chat flawlessly reporting pilot presence. It dumbs down the interaction between pilots by outright telling all parties who is present. Without this crutch, use of sensors, strategy, and cooperation would be needed to fill the void. What does it achieve? It creates a flaw in the usual flow of cause and effect for life in many systems. Often, a neutral or hostile pilot is seen entering, and activity is suspended until they leave. There is trivial risk, as standard procedure often involves being ready to get safe in the time frame provided by this instant alarm. Hostile pilots who refuse to leave are subsequently hunted down. When the "AFK Cloaking" pilot enters, he disrupts this process, by not leaving. Further, since this intel tool persistently shows him present, the default response of suspending activity is perpetually pushed as chosen reaction. This devalues the intel tool, as it is now being used against the native PvE pilots instead of helping them. If local were removed, sensors strategy and cooperation would be placed as valuable means of protecting PvE income assets. It would also be pointless to AFK cloak, as noone would be aware of your presence while you were passive. It is widely anticipated that any change to local which stopped free cloaking awareness would also include a means to hunt cloaked ships.
Summary: That free intel tool favored by so many can be used by the hunters too.
Hot Dropping: Bridging is intended to bypass reinforced blockades and travel time. Here, it has been fine tuned to avoid advertising the presence of a fleet to the free intel tool as well by delaying the easily recognizable population spike till the last possible moment. The intention is to deny the warning local provides, although it still reports the presence of the cyno boat enough to be associated with AFK Cloaking instead. Quite simply, while PvE pilots would never resume regular activities with a hostile fleet present, they are sometimes willing to gamble over whether a cloaked vessel represents that level of threat at a given time.

From my view, pilots using local in order to avoid hostiles fit into one of two categories: 1: They have no interest in PvP, and would flee to high security if they could not avoid it as they have been doing. 2: They are following the current dynamic in order to be competitive, or are simply in a group mixed with the first type.
Type 1 has no value being outside of high sec, as they will never PvP in the manner intended. They will simply avoid everything always.
I would suggest that local not display cloaked vessels as a condition for any means to hunt or detect cloaked vessels. Local acting in tandem with any meaningful ability to hunt or detect cloaked vessels simply trivializes cloaking.

Except the game is not balanced at all right now and as far as i can tell you are arguing to give even more advantages to the cloaking squad.
You seem to think that everyone against AFK cloaking is a PvE carebear and shouldn't really have an opinion on this. It is extremely obvious that a PvE ship is going to get ****** vs a PvP ship/fleet.
You simply cannot do anything against AFK cloakers, you don't know if they are AFK or actually active and you have no way of countering them. Having them not show up if they are cloaked or inactive is stupid as **** because it just means you have even less way of knowing if you're about to get ganked.

Local give information ? What information from a cloaked ship ? The cloaked pilot see everything on dir scan, but he stay invisible from scan. They just showing up on local but nothing else.No one see it,can't known he is AFK or not, what shiptype use it etc. If the local would be removed, the cloakers would be get more power boost without counter. Make intel from every 0.0 system, moving to eyes to every gate is impossible. |

You seem to be under the impression that hot drops are looking for fair fights.
Did you even read what i said? I'd be happy to gf any fleets that want to hot drop. The problem is they exclusively go for PvE fit ships for dem sweet elite pvp kms, which by the way have no hope against PvP fits.
What I'd prefer is me being able to proactively stop people shutting down any kind of economic activity in nullsec just by logging in and cloaking up. I'd prefer them to like, have to do SOME kind of work. |

You see a non-blue in local you have three options:
1) Dock back up and wait for him to leave (true afk cloaker this won't happen) then whine on the forums 2) Ignore him and do what you're doing right under his nose (if he's afk nothing will happen anyway) 3) Move past him and do your PvE work in another system beyond his potential sight.
As someone else pointed out putting charges into a cloak will ruin so many ship types and won't even help you at all as it's very easy to just swap to an unprobable ship and sit there anyway (unprobable cyno ship is easily imaginable as a thing). So we're back to your options listed above as no solution ever proposed to "solve" AFK cloaking has ever not had much wider and more importantly unacceptable implications for the rest of the player base, so make your choice. Option #1 being by far the safest is the one most often picked, but asking the rest of us to change (ruin aspects of) the game for your feeling of safety is asinine.
As always leave it to the devs (which is a nice way of saying getting rid of AFK cloaks is not going to happen no matter what is suggested). Devs can reasonably be relied upon to make decisions that will ensure the health of their game over the long term. Players are very often ready to trade-off the entire future of a franchise for the sake of winning a fight tomorrow or making a few extra ISK today.

Difference is when you're in a WH both sides know exactly who is with them and who isn't and the space is hostile territory for everyone. In null sec that is beyond impossible to do with the amount of people in alliances. |

so your left with 3 very valid options:
1) have a pvp-fitted buddy sit with you, give him a cut of your profits, he doesnt even have to BE there, just a pvp ship ongrid will scare off many cloakers.
2) rat in a pvp fit (it works, really it does), or mine with a point and buddies in a nearvy sustem
3) (my favorite) have an alt or soem buddies log off ongrid with you, then sit on the character screen, when he comes ongrid to attack you, web/scram him with your miner/rat ship so your buddies can log on and FRAG HIM TO DEATH.
all fo these, as a "valid" 0.0 power, are available to you.
if a hostile can waltz into "your" space and attack you without discrimination, then it ISNT YOUR SPACE.
and as a FINAL NOTE, ANY PVP SHIP WITH A CLOAK IS INERENTLY GIMPED BECAUSE OF 1 LESS HIGHSLOT, even fits that use a utility high, its one slot less for neuts/vamps. and most ships that can fit a cloak comfortably already suffer from poor base stats.
Final note 2: im seriosuly getting tired of nullbears whining that cloaking is OP simply because they want perfect safety for 50 systems around without having to use a military to defend it, its even worse than high-sec bears whining about gankers. |

Part of the reason why I would suggest a counter strategy being added rather than a flat out nerf actually if anything is done at all. Because it'd still take effort and have risk involved. |

If you could bot with it to make isk, itd be fixed tomorrow. But it is only useful for griefing, so its fine (if it were used for general pvp everyone would be fine with the 5 minute reactivate timer or fuel to make it... utility, not godmode).

If you remove the ability to see activity in local you will provide people with litterally no capability of knowing there is a cloaker in system. You would have to constantly check EVERY ship on your DScan or have a pilot on every gate and wormhole in EVERY system.
Right now, cloakers can shut down an entire region with 30 pilots and there is no way to counter them other than to take the chance and probably get hot dropped or just leave the region. You should not be rewarded for not playing the god damn game.

Not entirely true. You can say some people will act like that, but not all. Some would send a gank squad against a detected cloaker to try to kill them before cyno, some might go solo, etc etc. There isn't just one mindset when you get down to it, especially when you consider that there is some prep time in getting a fleet together. That still sounds ridiculously easy to deal with. I mean, what... generally you'd have maybe 5-10 seconds at most to catch the cloaker once you detected them? Chances are not even that as you're not likely to detect them the instant they decloak. |

Not to mention that they are definitely pretty much invincible as scouts, which is something that people would still want to try and counteract. It's supposed to throw people off. And interceptors are "nearly invincible" as scouts as well unless you catch them on gate. You will never probe down an interceptor warping around fast enough to actually catch him. They can even go afk if they setup to permarun their mwds.
EDIT: I'll also throw out that a big part of EVE is the fact that you CANT know for certain what the other guy is planning on doing until he actually does it. |

The reason cloaking is a problem is that there isn't a sufficient counter to cloaking. Everything in eve has a counter, and cloaking does not deserve a special exemption to that. Noah, back when he was lead game designer a few years ago, agreed that afk-cloaking is a problem and needed a counter. But he also said there are technical limitations that prevent something such as a probing out cloaked player. They wanted to change cloaking, but didn't have a solution at the time.
By requiring cloaking to have charges and still allowing a reasonable amount of cloaking time, opposing players will have an opportunity to scan out cloaked players while they are reloading. It's not a direct counter, but sufficient enough and gets around those technical limitations. Cloaking is an important piece of game play, but it needs to be a balanced piece of game play. Players have also talked about a cloaking jammer, but that doesn't fix having a counter for cloaking outside of sov space.
Adjusted the OP to reflect the fact that players should be able to de-cloak when needed without waiting for a 5 minute cycle.

All I'm saying is that local, as it currently is, is not a good system. Edit: Additionally, the only reason why people would stop PVEing in null if there was no local is because of the almighty hot drop (that has to be the only reason, since it's the only thing that makes it massively different from wormholes, where stupid people pve their hearts out and get killed plenty)... but I don't see that as a reason why local must be kept the exactly the same.
Preserving crap systems purely because fixing them would mean some other systems would then need some reworking too is a bad approach, imo Without Local to create a need, hot dropping will become pointless.
It's effect is to bring the equivalent of a gate to a target, for the express purpose of denying the target a warning that only local provides in this manner. That being, a population spike that is obvious and whose meaning is instantly understood.
If there is no visible population spike, bringing the cyno boat into combat range of a craft that can either fire on it, or signal more combat craft to warp in, is simply a poor idea. You create an instant gate camp consisting of the target ship(s) plus whoever shows up on grid as your forces arrive. having arriving ships land with client lag is an awful tactical situation.

You would have to increase the rewards of null by a lot to compensate, and it's rather questionable how much of a good idea that is, seeing as that would be taking an already quite substantial isk faucet and making it even worse.

Basing off previous lines, you seem to suggest players are limited strictly to personal responsibility, in the context that they need to operate solo. A player must only perform all roles when they have no allies present. You either ignore or lose sight of the simple detail that risk in null is all or nothing. They can either take out the POS / outposts, or they can't hurt you at all. Thanks to local, you can get safely to that POS or outpost with zero uncertainty. Your risk on a personal level simply doesn't exist in these circumstances.
While I grant the establishing of SOV, with POS's anchored and Outposts prepared, is most definitely a group effort... The game does not end there. It is supposed to be a group effort consistently, with members effectively being on call as needed. Do they need pagers or to be able to be online 23 / 7? Of course not, but over an alliance expected to hold and defend it's space, having enough online as needed is a very real expectation.
It is simply the game mechanic currently that the PvE section needs no help, as they have no risk except as described above.

Maybe if the local roster wasn't available people would actually bother using them.

I wouldn't bother with a point on a PvE ship, because they don't work on rats anyway, and that's another slot for ECM or other combat-effective modules. The rats aren't guaranteed to stay on the PvE pilot's ship anymore, so that's one more way that nullsec is like WH space in making it easier to deal with an attack.

I don't care about hunting cloaked ships. I just want to be able to know that someone who's cloaked is there. So I'll put you down for the "nothing needs to change" crowd. And I think you missunderstand the reason many of us started calling for the removal of local is because of all the cries to add a way to hunt cloaked vessels. Most of us find cloakes "balanced" (if tenativley) atm. |

It's you who is ignorant. First of all you assume that you are alone in you system. True, no-one in local!
Mass limitations only prevent supers from entering wormholes. If ratters in null are commonly dropped by supers, the problem is not related to local chat. Half of wormhole PVE is solo content. System entrances being scannable means nothing, you have thousands of people chain collapsing their static all the time so that they can open to your hole. Most PVE sites are anomalies, no probes needed. Yes we have mags and radars, just like there are those and plexes in null. Sleeper AI, omni damage and tank just makes the actual PVE part massively harder while doing nothing to protect you from ganking.
You have to realise that wormhole gankers are adapted to their environment as well. Unless you find a ton of T3s with logi, faction battleships and capital support "easy to deal with" in a bubble while being pounded by +7000 rat dps and their neuts.
Ganks are not easier to avoid in wormhole space, people just work harder to stay alive.

When it comes to PVE in wormholes and null, the only big negative side for null is cynos.
The other big differences of course are mass limits and static routes.

I see this is as just a difference in attitude, which is fine. I lived in wormhole space for 2 years, and I did PVE to keep me in ships and to save for some shiny toys, but simply making isk wasn't my primary goal - if it was I'd have dedicated myself to incursions in highsec. I operated in that type of space because I liked the mechanics and style of PVP. The PVE in wormholes allowed me to afford that, that was what mattered to me - not ensuring I make the most possible isk for least possible risk. |

Issue: invincible, no not hot droppers, you can log a freaking, titan, cloak it in a system off a station in lowsec, dd something undocking, warp off. to become invincible again until you decide to decloak(yes i know the warpoff delay, which doesnt matter done right)
"don't undock what you cant afford to lose" shouldnt be nullified by cloaking devices for 23/7... which I myself have abused, but it is bs. Limit them is fine, making them catchable breaks the idea of being invisible... but make it so it isnt "ima godmode forever umad?" Or... just add delays so they cant come back 5 minutes a day and be useful, for every x minutes cloaked, you need to wait y seconds to do anything"
Ta-da, done right they can cloak long enough to gather intel, use cloak haulers to bring fuel or w.e to sustain the cloak... just lose their afk godmode, (less they be discovered).
TLDR: Cloak timers (not 5 mins, id suggest fuel based and required on ship size/skills) Or... Activity delay based on cloak activation time. Thisd fix cloaking entirely to make it for active utility, not passive godmode. (or at least for "intel" like everyone cries about)

edit... to be a bit more clear, pos provides detection at the cost of losing those tactical advantages. If you can't see that, i propose we make poses mobile, and follow ships we want with a shield that we can toggle. Oh and all ships inside the shield shouldnt be scannable or visible on overview. (Now its like cloaking, as you yourself suggested :D) |
