Transwarp prior to ST:TNG is unscaleable as in ST:3 they used a warp scale that went upto 12.
And all sucsesfull transwarp's have been on the later TNG scale that goes to 10.

Warp 10 is the point where the reach the destination anywhere in the galaxy almost the moment they leave and sofar only entitys like Q have demonstrated this.

this is more like a long range transporter than warpdrive and as such the first atempt at it was infact in a recent ST:Enterprise episode.

Transwarp however is the point of warp between 9.99 to warp 9.99.99.
Borg use a coil to acheive the lower ends of this.
but as seen in VOY: endgame use a transwarphub to reach the higher ends.

Unfortunatly this is true.
i blame Rick Berman for most of these plot clashes with most Startech.

Warp 10 is instant arival anywhere as soon as you leave.
no matter the distance between point a and b.
Now this is as far as i know never been said in a episode but on that theory warp10+ would infact be time travel.
As it would require you to arive before you leave.
